Attachment B <br />and the proposed fencing and landscaping. The play area is at an elevation of 468 to 470 <br />feet. The proposed equipment room will be placed below this, at elevation 464 feet. For <br />approximately 213 of the view looking north from Fox Hollow the equipment room is screened <br />by this landform that is 4' - 6' higher than the finish floor elevation of the proposed room. <br />The proposed fencing is 6' tall fully obscures the base of the monopine. The fenced area <br />would be surrounded by plantings typically found in a residential neighborhood, further <br />enhancing the screening. <br />Appropriate and quality planting also acts in another way. If it is attractive enough and well <br />maintained then something that is pleasing also draws the eye. While the focus of this <br />application is on the cell tower, the focus of the individual will also be on all of the <br />surroundings. <br />The monopine does a good job of "screening itself" (that is the purpose of a monopine design <br />as opposed to a naked monopole). And the elevation change of the site, although slight, is an <br />advantage when trying to screen the exposed area of the monopine. As you can see from the <br />elevation on the plans, the existing trees along the perimeter of the parking lot screen the cell <br />tower the viewpoint of passers-by. <br />This is also a mature neighborhood and the trees on the surrounding properties are quite <br />thick. In addition, the Amazon Canal that runs down the middle of East and West Amazon <br />Parkway also contains mature trees. The fact that this monopine is placed in a neighborhood <br />with mature vegetation contributes to screening as well. <br />The cell tower is not going to disappear. Anyone can see it if they stand still and look for it. <br />But given the existing topography, proposed landscaping, existing mature trees and existing <br />evergreen backdrop, as well as the monopine design itself, the proposed project does a good <br />job of blending the proposed development into the existing surroundings. <br />The Applicant has submitted arboriculture information that describes the vegetation on the <br />property and has prepared a revised landscape plan that provides additional screening around <br />the facility, as well as irrigation methods. See Att. 04 (Site Plan, Sheets L1.0 and L2.0). <br />7.
