Attachment B
significantly overlapping with existing coverage) is a key strategy to avoid the need for
additional towers.
Ensures that all telecommunication facilities, including towers, antennas, and ancillary
facilities are located and designed to minimize the visual impact on the immediate
surroundings and throughout the community, and minimize public inconvenience and
disruption.
RESPONSE: The Applicant has proposed a monopine design that most effectively minimizes
the visual impact on the immediate surroundings. This design will integrate visually into the
existing landscape. See Att. 10 (Photo Simulations). Once constructed, the facility would not
cause public inconvenience or disruption; noise will be mitigated to city standards, minimal
vehicular access is required and will not impede vehicular, bicycle or pedestrian traffic.
Existing access to local utilities will meet the needs of the facility.. See Att. 07 (Sound Study)
and Att. 14 (Utility Coordination Report). The proposed project would add public convenience
by improving wireless coverage in the area.
Nothing in this section shall apply to amateur radio antennas, or facilities used
exclusively for the transmission of television and radio signals.
(6) Application Requirements.
(b) Construction of Transmission Tower. In addition to standard required
application material, an applicant for a transmission tower shall submit the
following information; additional application material is required, as specified
in paragraph (c) below, for applications requiring a site review or conditional
use process:
1. A description of the proposed tower location, design and height.
The location is shown on the site plans (Sheet SV1). Elevations are shown (Sheet A-3.0), but
distance from grade to lowest branches is missing. Please provide this information. Also,
dimension the adjacent building to provide a clearer determination of scale. Additional
measurements including setbacks from all property lines and homes, and the relationship of the
tower to existing trees on the site should also be provided on the site plans and elevations.
Plan note says "Antennas to be painted green to match monopine." Please provide paint color
samples for the pole and faux branches, and discuss the color choice in context with the
surroundings.
RESPONSE; A sample piece of bark, branch and foliage is being submitted with this application.
Index at Att. 15 (Samples). The samples are earth-toned and green, as are the surrounding trees
in the area. The match to the existing trees is appropriate. When viewed up close, these appear
manmade, but this would not be apparent when viewed from a distance, as a greater part of
the landscape. Given the context of the surroundings, the colors and textures of the cell tower
are as close a companion to the existing colors and textures in the surroundings as can be
Completeness Review: New Cingular Wireless - Crossfire Church (CU 14-3) 19
