The other nonresidential buildings within <br />and near the search ring do not have the height necessary to distribute radio frequencies for <br />improved service, and a rooftop extension of any of these shorter buildings would have a <br />much greater visual impact because the mass and scale of the building would be substantially <br />smaller than the extension and antennas required to fill the coverage gap. The proposed <br />monopine matches the mass and scale of existing nearby trees on and around the proposed <br />Property) <br />Light & Utility Poles: AT&T thoroughly explored the possibility of extending and collocating on <br />an existing light or utility pole within the search ring, but found that there were no feasible <br />options in this category. <br />Generally, the City's Telecommunication Facilities in the Right-of-Way Policies are not <br />favorable toward a WCF-supporting replacement structure in the ROW at the sites of either of <br />the above-mentioned light standards. The Guidelines note that a replacement structure <br />should (1) look similar to the structure that it replaces and (2) if in an R-1 zone, may be <br />extended to a maximum height of 75 feet. The Applicant would be unable to meet these <br />Guidelines and still fill its coverage gap. <br />A stealth tower designed to look like alight standard requires flush-mounted antennas. The <br />design for a pole collocation to include flush-mounted antennas to mitigate visual impact <br />would require additional height because only half of the required number of 8-foot-tall <br />antennas would fit around the circumference of the pole, and the other half would need to be <br />installed in a second tier up to 10 feet above the minimum required 70 foot height, requiring a <br />total height of least 88 feet (13 feet above the 75 foot height limit under the EC). <br />An alternative to a stealth design would be to place an undisguised monopole at the site, with <br />an attached replacement streetlight painted a non-reflective neutral color to match the <br />immediate surroundings. This alternative has far greater visual impact and greater potential <br />to affect the character of the surrounding residential neighborhood. <br />The utility poles in the search ring all have live power lines, and were eliminated for <br />collocation because The Eugene Water and Electric Board (EWEB) prohibits collocation of <br />communications facilities on utility poles with live power lines. <br />See also, Alternative Site Analysis table at Response to EC 9.5750(6)(c)(2). <br />Water Towers: There are no water towers in the search ring for this site. <br />See, alternative site analysis table below. <br />(d) Recognizes the need of telecommunication providers to build out their <br />systems over time; and <br />RESPONSE:: AT&T is currently upgrading its network across the Pacific and recognizes that a <br />strategically placed WTF that fully addresses a particular coverage gap (rather than <br />Completeness Review: New Cingular Wireless - Crossfire Church (CU 14-3) 18 <br />
