Attachment A <br />the property. <br />The "as attractive as the nature of the use and its location and setting warrant" requirement is <br />not addressed. Staff is concerned that this particular stealth design may not respond <br />appropriately to the setting and recommends that the applicant evaluate alternatives or <br />additional comparative analysis to better show that the proposed design fits the setting. <br />RESPONSE: As described above and shown in the attached photo simulations (Att. 10), the <br />proposed WTF facility is designed as a monopine to match the mass, scale, and color of existing <br />trees in the neighborhood, thus matching the location and setting of the use. AT&T has chosen <br />the premium design for the monopine to maximize the visual screening effect of the design of <br />the facility itself. The enhanced wireless service provided by the proposed project would add <br />convenience, safety and functionality to the surrounding areas. <br />The proposed premium monopine is the most effective stealth design for this <br />telecommunication use and it will also leverage proximity to other mature evergreen trees for <br />additional visual impact mitigation. <br />Additionally, the proposed plantings that act as the screen, in conjunction with the fence, are <br />residential in scale and nature. There is seasonal interest and a variety of foliage and plant <br />types. This planting is typical to both church properties and residential neighborhoods. <br />The equipment room is merely an extension of the existing architecture. The south facing wall of <br />the existing church is fairly tall, as it houses the sanctuary and is typical of churches. The <br />addition of a smaller, more pedestrian scale facility to the south side adds much-needed <br />articulation to the architecture. There would also be residential scale plantings around this <br />facility helping the entire proposed facility compliment and blend into the existing setting. <br />Nothing about this addition would seem out of place or out of scale considering the immediate <br />surroundings. <br />EC 9.8090(4): The proposal demonstrates adequate and safe circulation exists for the <br />following: <br />(a) (Vehicular access to and from the proposed site, and on-site circulation and <br />emergency response. <br />(b) Pedestrian, bicycle and transit circulation, including related facilities, as <br />needed among buildings and related uses on the development site, as well <br />as to adjacent and nearby residential areas, transit stops, neighborhood <br />activity centers, office parks, and industrial parks, provided the city makes <br />findings to demonstrate consistency with constitutional requirements. <br />"Nearby" means uses within 1/4 mile that can reasonably be expected to <br />be used by pedestrians, and uses within 2 miles that can reasonably be <br />expected to be used by bicyclists. <br />Completeness Review: New Cingular Wireless - Crossfire Church (CU 14-3) 6 <br />
