Attachment A <br />Noise: Noise from the proposed WTF would emanate primarily from the air conditioning unit <br />(AC) and secondarily from the emergency generator. The AC would run intermittently <br />throughout the day to cool the equipment. The emergency generator would produce noise only <br />during emergencies and during routine testing, which would take place during daytime hours (7 <br />AM -10 PM) for less than 10 consecutive minutes once a month. This test can be scheduled to <br />minimize auditory impact. The Applicant has mitigated the potential noise impacts from this <br />equipment by housing it within o fully enclosed, insulated equipment shelter. The shelter would <br />include sound baffling to mitigate noise from the AC to well below the 45dBA code limit. <br />Because the proposed generator would run for such a short amount of time during daytime <br />hours, it would not be considered a noise disturbance under the code even if the noise level <br />briefly exceeds 45 dBA. (Per Matt Denberg, City of Eugene Code Compliance, Oct. 22, 2014. See <br />generally, EC 6.750(b).) However, to minimize the noise levels from the generator, it would be <br />enclosed within the sound-baffled equipment shelter. See Att. 04 (Site Plan, Sheet A-2.0) and <br />Att. 07 (Sound Study). <br />Glare: There is no lighting proposed on the monopine, within the fenced area at the base of the <br />monopine, or on the exterior of the auxiliary equipment shelter. There would be lighting inside <br />the equipment shelter, but this would not be visible from the outside. The monopine branches <br />are and trunk would be an earth brown color and the needles a matte green similar to the <br />surrounding evergreen trees. The tower would not produce glare. <br />Visual Impacts: The Applicant has mitigated the potential visual impact of the proposed WTF <br />antennas and support structure by designing the support structure to look like existing <br />evergreen trees in the area, with the antennas hidden among the braches. The proposed <br />monopine is sited against an evergreen treed hill to the east, and near an evergreen treed area <br />along Dillard Road (roughly 300 feet to the west). The monopine is adjacent to a 100 foot tall <br />pine tree about 125 feet to the south; 2 49-foot-tall pine trees about 75 feet to the southeast, <br />and a 63 foot tall pine tree about 75 feet to the north. The location of the proposed monopine, <br />near several existing mature evergreen trees, mitigates the potential visual impact of the <br />proposed WTF by disguising it to look like native trees in the area. <br />The base of the proposed monopine would be screened by a 6 -foot tall cedar fence and a <br />landscaping buffer. See Att. 04 (Site Plan). The Applicant will work with the City to install <br />reasonable additional screening to further mitigate visual impacts, if necessary. <br />The Applicant has mitigated the potential visual impact of the equipment shelter by designing it <br />to look like an extension of the existing church, as described immediately above in the Response <br />to EC 9.8090(2)(a). The shelter would be built flush against the existing building and have <br />matching siding, paint, and roofing. <br />Setbacks: The proposed project meets or exceeds all setback requirements, as described in the <br />Response to EC 9.5750(7)(d) and shown of Att. 04 (Site Plan). This location allows the applicant <br />to take advantage of the existing treed landscape in order to mitigate the visual impacts of the <br />WTF support structure from nearby residences.
