The S-SW zone includes both a discretionary design review process and clear and objective standards <br />to provide two procedural paths to better achieve neighborhood compatibility and livability. Based <br />on these findings, the proposed amendments and zone changes are consistent with Policy A.24. <br /> <br />Affordable, Special Need and Fair Housing <br />A.33 Consider local zoning and development regulations impact on the cost of <br />housing. <br /> <br />As stated in response to Policies A.17 and A.18, the S-SW zone increases the opportunity for a variety <br />of housing types, sizes and densities, thereby reducing certain barriers to housing options that are <br />affordable to more households. Based on these findings, the proposed amendments and zone <br />changes are consistent with Policy A.33. <br /> <br />B. Economic Element <br />B.22 Review local ordinances and revise them to promote greater flexibility for <br />promoting appropriate commercial development in residential <br />neighborhoods. <br />B.23 Provide for limited mixing of office, commercial, and industrial uses under <br />procedures which clearly define the conditions under which such uses shall <br />be permitted and which: (a) preserve the suitability of the affected areas <br />for their primary uses; (b) assure compatibility; and (c) consider the <br />potential for increased traffic congestion. <br />B.28 Recognize the vital role of neighborhood commercial facilities in providing <br />services and goods to a particular neighborhood. <br />B.29 Encourage the expansion or redevelopment of existing neighborhood <br />commercial facilities as surrounding residential densities increase or as the <br />characteristics of the support population change. <br /> <br />The Mixed Use subdistrict of the S-SW zone is designed to facilitate a limited mix of uses, including <br />retail, office and residential. The S-SW Zone Regulating Plan –Subdistricts and Overlay Subdistricts <br />indicates the proximity and connection between the opportunities for commercial development in <br />the Mixed Use subdistrict and the surrounding residential subdistricts. The permitted uses of the <br />Special Area Zone (EC 9.3840 and 9.3842) maintaina limit on the extent of the uses allowed, <br />prohibiting noxious uses and placing additional restrictions on uses commonly associated with land <br />extensive development. The regulations of the S-SW zone, including the reduction of off-street <br />parking, facilitate the expansion or redevelopment of existing commercial facilities. Based on these <br />findings, the proposed amendments and zone changes are consistent with Policies B.22, B.23, B.28 <br />and B.29. <br />E. Environmental Design Element <br /> <br />E.1 In order to promote the greatest possible degree of diversity, a broad <br />variety of commercial, residential, and recreational land uses shall be <br />encouraged when consistent with other planning policies. <br /> <br />Findings - 14 <br />
