The new zoning subdistricts in the S-SW zone are a result of the plans and policies of the Envision <br />Eugene, and are intended to increase the options for full range of housing options as well as remove <br />regulatory barriers to higher density types. The density ranges in the subdistricts either maintain the <br />range of permitted housing density at existing levels, while making the execution of the higher <br />densities more achievable, or they increase the density. The re-designations result in more land at <br />higher densities than the current condition. Based on these findings, the proposed amendments and <br />zone changes are consistent with Policies A.14, A. 15 and A.16. <br />Housing Type and Tenure <br />A.17 Provide opportunities for a full range of choice in housing type, density, <br />size, cost, and location. <br />A.18 Encourage a mix of structure types and densities within residential <br />designations by reviewing and, if necessary, amending local zoning and <br />development regulations. <br /> <br />The proposed amendments will permit a mix of housing types in the residential subdistrictswhere it <br />is currently restricted. The proposed S-SW is a result of the Envision Eugene process of identifying <br />regulatory barriers to implementing a community vision that includes increased variety of housing <br />types at a range of sizes and densities. Based on these findings, the proposed amendments and zone <br />changes are consistent with Policies A.17 and A.18. <br /> <br />Design and Mixed Use <br />A.22 Expand opportunities for a mix of uses in newly developing areas and <br />existing neighborhoods through local zoning and development regulations. <br /> <br />The proposed amendments re-designatea significant portion of the subject area as a Mixed Use <br />subdistrict, which facilitates a range of uses and vertical and horizontal mixed use development. <br />Based on these findings, the proposed amendments and zone changes are consistent with Policy <br />A.22. <br /> <br />A.23 Reduce impacts of higher density residential and mixed-use development <br />on surrounding uses by considering site, landscape, and architectural <br />design standards or guidelines in local zoning and development <br />regulations. <br /> <br />The S-SW zone includes architectural design standards for all subdistricts to support compatibility <br />with the existing uses and to reduce impacts on lower density development. Based on these findings, <br />the proposed amendments and zone changes are consistent with Policy A.23. <br /> <br />A.24 Consider adopting or modifying local zoning and development regulations <br />to provide a discretionary design review process or clear and objective <br />design standards, in order to address issues of compatibility, aesthetics, <br />open space, and other community concerns. <br /> <br />Findings - 13 <br />
