Rest Haven TPR Analysis (14-206)
March 31, 2015
5.3Traffic Distribution and Trip Assignment
As discussed previously, Willamette Street south of E. 40 Avenue would likely provide the
th
primary access point for any new development to occur on the site to avoid impacting the
existing cemetery use planned to remain. There are a number of trip origin/destination
attractors in the area that include Spencer Butte Middle School and Edgewood Elementary School
to the south, Edgewood (and other) Shopping Center(s) and Lane Community College and
University of Oregon to the east, and downtown Eugene to the north. The trip distribution for
the site generated traffic accounts for likely trip origin and destination pairs identified above for
any new trips generated by build-out of the reasonable worst case development scenarios, and
are included on the following pages with Figure 5A showing trip distribution associated with new
trips resulting from build out of public land uses and Figure 5B showing trip distribution
associated with new trips resulting from build-out of the proposed low density residential uses.
Figure 6 shows year 2027 design hour 'build' total traffic volumes with public land zoning and
uses and Figure 7 shows year 2027 design hour 'build' total traffic volumes with proposed R-1
low density residential zoning and use designation.

13

© Branch Engineering, Inc.
