In addition, there were some development <br />challenges to replace the existing pole and place <br />the equipment. The space within the ROW is <br />limited and there are City Storm & Sewer utility <br />easements that appear to run through this <br />location. <br /> See Atts. 11: RF Coverage Maps at Exhibit 1C. <br />Raw Land 1)Kincaid City Park Initial conversations with Pam Berrian, <br />Sites Telecommunications & Cable Program Manager, <br />indicated that there is currently no process for <br />leasing space to wireless carriers in city parks. <br />Further, staff at the pre-application meeting <br />indicated that this location would not be ideal as it <br />would be more visually impactful than the site <br />proposed. <br /> 2)Parker Elementary School Belongs to the 4J school district. The 4J School <br />(adjacent to Kincaid Park) District was not interested in leasing space for <br />wireless facilities on any of their properties. <br /> 3)Emerald Valley Assisted Property owners did not return our multiple calls <br />Living Residence regarding leasing. <br />(located just outside of <br />search ring) <br /> <br />3. Evidence demonstrating collocation is impractical on existing tall <br />buildings, light or utility poles, water towers, existing transmission <br />towers, and existing tower facility sites for reasons of structural <br />support capabilities, safety, available space, or failing to meet service <br />coverage area needs. <br />Response: There are no existing buildingsofsufficient heightthat will meet AT&T’s coverage <br />goals.Existing light/utlity poles in the search ring are of insufficient height to meet service <br />coverage needs at +/- 30’ (as discussed above in the alternative site review). There are no existing <br />wireless tower facilities or water towers in the area on which to collocate. <br />4.A current overall system plan for the city, showing facilities presently <br />constructed or approved and future expansion plans. <br />Response: See the maps atAttachment12: Constructed and Approved Sites. The blue dots <br />represent AT&T sites that are currently in operation and the green dots represent sites that have <br />been approved for AT&T development.
