4-4041" <br />WPlanning & Development <br />February 19, 2026 <br />Connor Raffety <br />JLL <br />601 Union St #2800 <br />Seattle, WA, 98101 <br />Subject: Zone Verification - City File #ZVR 26-07 <br />Location: 90592 Monya Lane <br />Map & Tax Lot #17-04-04-10-03600 <br />Dear Connor Raffety, <br />I am writing in response to your February 11, 2026, request for zoning information <br />regarding 90592 Monya Lane in Eugene. The subject property is zoned 1-2 Light - <br />Medium Industrial. Employment and Industrial zone purposes, allowable uses, and <br />permit requirements can be found beginning at Urban Transition Area (UTA) Code <br />Section 9.2400. The subject property is also located within the /CAS Commercial <br />Airport Safety overlay zone governed by the code sections starting at UTA 9.4100 , and <br />within the /UL Urbanizable Land overlay zone governed by code sections starting at <br />UTA 9.4600. <br />Per UTA 9.2450, a Parking Area not directly related to a primary use on the same <br />development site is a permitted use in the 1-2 zone. Outdoor Storage is also permitted <br />in accordance with UTA 9.2460, subject to special development standards at UTA <br />9.2461(7)(b). The use of car carriers for delivering and picking up vehicles would be <br />permitted as part of the operating characteristics of the parking and outdoor vehicle <br />storage uses, however, per UTA 9.8670(4), a Traffic Impact Analysis would be required <br />if the proposed development will generate or receive traffic by vehicles of heavy weight <br />on development sites abutting a street in the jurisdiction of Lane County , which <br />includes Monya Lane. Additionally, Administrative, General, and Professional Offices <br />directly serving other industrial or commercial enterprises is a permitted use subject to <br />special development standards UTA 9.2450(2) and 9.2450(6). EV Charging stations <br />would be allowed as an accessory use to the Parking Area or Professional Office uses. <br />The Urban Transition Area Code, including Land Use Chapter 9, is available online at: <br />04-UT code. <br />No site development was proposed as part of the request for zoning information, <br />however, please note that if development is proposed an Annexation Determination <br />would be needed to determine if Annexation or an Annexation Agreement would be <br />required by the proposed action. Development is typically reviewed in accordance with <br />any applicable building and land use code regulations in effect at the time of <br />construction. As part of our response to your request for zoning information, we did <br />not perform a site inspection.
