Our completeness review process <br />provides an opportunity to collaboratively address any items that are unclear, incomplete, or <br />missing before your application is evaluated for consistency with our land use code. We also <br />use this as an opportunity to identify other issues which may be raised during the public <br />process. <br />Based on our review, your application is incomplete at this time. The Adjustment Review <br />application was missing information that is needed for staff to complete the review of the <br />application. <br /> <br />Public Works has provided the following comments: <br /> <br />Please submit a revised written narrative and site plans that include the following items: <br />• Indicate if the intersection is controlled or partially controlled. <br />• Indicate how much of each of the parcels is located within the Intersection Influence <br />Area and show this area clearly on the site plan. <br />• Indicate whether the proposal meets EC 7.420(2)(a). <br />• Provide the current spacing distance between leading edge of the existing access on <br />High Street to the adjacent access connection to the south. <br />• Show the location and width of the proposed shared access connection on the plan. <br />• Note that the City of Eugene uses ITE Trip Generation Manual, 12th Edition, for three <br />attached dwellings (MH Triplex). <br />• Address the presence of the High Street Protected Bikeway adjacent to the <br />development, which is intended to provide a comfortable and accessible travel option <br />Explain how the proposal may affect this facility. <br />• Discuss how trips previously to/from E 15th Ave will now add to trips on High Street. <br />Explain how this change will impact safety, ensure it does not negatively affect the <br />efficiency of the public right-of-way, and confirm that it will not create hazards for <br />bicycles, pedestrians, or vehicular traffic. <br /> <br /> <br />Additionally, the applicant is encouraged to strengthen the portion of the written narrative that <br />addresses the approval criteria in EC 9.8030(27)(b).
