(CTI), is pleased to submit this geotechnical <br />plans review letter for the proposed Cottages at Delta Ridge project. The site is located at 3790 and 3800 <br />North Delta Highway in Eugene, Oregon. CGT previously performed a geotechnical investigation of the <br />project site, the results of which were presented in our tigation & Infiltration <br />TestingOctober 15, 2020 (CGT Project Number G2005366). This plans review letter was prepared <br />as a continuation of services being provided on this project for our client. <br />Based on recent correspondence, we understand that Section EC 9.6710(6) of the City of Eugene Municipal <br />Code requires a Level 1 geotechnical analysis that addresses potential conditions on site including the <br />presence of springs or seeps, depth of soil bedrock, variations in soil types, or a combination of these <br />conditions. This letter summarizes review of recently provided updated plans for the project and <br />geotechnical review of each of the potential conditions discussed in Section EC 9.6710(6). <br />2.0 PLANS REVIEW <br />We were provided with copies of the updated civil plans prepared by KPFF Consulting Engineers, dated <br />December 23, 2020, and architectural plans prepared by Milbrandt Architecture, dated December 18, 2020. <br />Based on our review, the finalized project is generally consistent with that understood by CGT during the <br />preparation of the referenced report. Therefore, the recommendations provided in the referenced <br />geotechnical report may be considered final. <br />Based on our review of the referenced grading plans, site grading has been designed in general accordance <br />with the recommendations presented in the referenced geotechnical report. Permanent grade changes will <br />include cuts and fills up to about 6 feet relative to existing grades. The following addresses the specific <br />conditions as requested by the City. <br />2.1 Springs or Seeps <br />We did not encounter groundwater within the depths explored at the site during our investigation spanning <br />between September 30 and October 2, 2020. No springs or seeps were noted during the duration of our <br />investigation. Review of local water well logs in the area of the site was performed as part of the geotechnical <br />report and indicated local groundwater levels ranged from 15 to 35 feet below ground surface (bgs). <br /> <br /> <br />
