Law Office of Mike Reeder <br />Orcgor Lane Wc, La r; <br />July 23, 2018 <br />Via Email Only <br />rodney.t.bohnerLc~ci.eugene.onus <br />Fred Wilson, Hearings Official <br />c/o Rodney Bohner, Assistant Planner <br />99 W. 10th Avenue <br />Eugene, Oregon 97401 <br />Re: Applicant's Final Written Argument <br />Lombard Apartments (WG 18-3/SR 18-3/ARA 18-8) <br />Dear Mr. Wilson: <br />,4Received <br />JUL 2 3 2018 <br />City of Eugene <br />Planning Division <br />Please accept this letter as the final written argument for Lombard Apartments LLC <br />(the "Applicant") in the above-referenced matter (the "Application"). <br />I Traffic/Vision Clearance Area Standards/Site Access Issues <br />City staff and the Applicant's transportation engineer, Kelly Sandow, provided <br />evidence and testimony to the record to establish that the Application complies with the <br />applicable street and connectivity requirements, site access and circulation standards and the <br />vision clearance area requirement for this Application. <br />The traffic engineer for some of the opponents to this Application, Rick Nys of <br />Greenlight engineering, in his July 16, 2018 letter, takes issue with the Applicant's proposal to <br />take access from River Road. This is a strange position to take, since the bulk of the opposition <br />testimony is in regards to the perceived inadequacy of Lombard, Fir and Briarcliff. <br />Donna Stark, City's Public Works Engineering staff, provided to the record an email <br />dated July 12, 2018 responding to information entered into the record by Greenlight <br />Engineering. In that email, staff responded to Mr. Nys' complaints regarding the vision <br />clearance and concurred with the Applicant's traffic engineer. The City staff concurs with the <br />Applicant in all other aspects of the Application in regards to traffic, vision clearance and <br />access.
