EUGENE-SPRINGFIELD PHILOMATH 310 5th Street, Springfield, OR 97477 | p: 541.746.0637 | www.branchengineering.com October 27, 2026 ANNEXATION DETERMINATION BURN TABLE AND BAG HOUSE 29414 AIRPORT ROAD (TM 17-04-08, TL 102) Branch Engineering Inc. Project No. 26-264 This application proposes a new burn table, an equipment platform, and two bag houses. The burn table cuts metal pieces for assembly in other areas and replaces an existing burn table. The air from the burn table area is collected and directed to the paired bag houses where it is treated before being released. Support equipment, such as electrical infrastructure, will be on a cantilevered equipment platform above the burn table to reduce clutter on the manufacturing floor. Currently there is one burn table with an older bag house and no equipment platform. The new equipment will improve efficiency through the use of new cutting technology and improve air quality for the employees. The burn table and bag house will be installed at 29414 Airport Road; this is part of a larger industrial site also addressed as 29394 and 29408 Airport Road (Tax Map 17-04- 08, Tax Lots 101, 102 and 300). Peterson Pacific Corporation, an ASTEC Industries company, is a manufacturer of large equipment that specializes in the processing of forest products. The 20-acre site is currently developed with two primary office/manufacturing buildings and several smaller, accessory buildings used for storage, manufacturing and shipping. The site also contains employee parking and outdoor storage areas. Based on the below criteria, annexation is not required prior to implementation of the above-described project. EC 9.4650 Industrial Corridor Annexation Agreement 1. Property owner execution of the Annexation and Urban Services Agreement, Exhibit C to the April 25, 1991 Annexation and Urban Services Policy Agreement between the Industrial Corridor Community Organization and the City of Eugene, consenting to annexation to the city of the entire development site will be required for the following: a. Any land divisions when lots or parcels created will be less than the minimum parcel sizes specified for the lots or parcels prior to the land division. The applicant is not requesting approval of a land division. Therefore , this criterion is not applicable. Annexation Determination October 27, 2026 Branch Engineering, Inc. Page 2 of 2 b. Any zone change or planned unit development approval. The applicant is not requesting approval of a zone change or planned unit development. Therefore, this criterion is not applicable. c. Any development permit for a new land use or a reconstruction, conversion, alteration, relocation or expansion of an existing use, if the proposed use will generate, singly or in the aggregate, any additional need for an urban facility or service of a type then supplied to any user by the city. This criterion applies because the burn table, equipment platform, and bag houses will require a building permit for installation which could be interpreted as an expansion of the existing industrial development. However, the burn table, equipment platform, and bag houses are not expected to generate a direct additional need for key urban facilities and services provided by the city. The burn tables will be fully contained within the existing 50,990 square foot building. The bag houses will be uncovered outside near the southeast corner of the existing building. It is not yet determined if they will be on the south or east side of the building. The only utility connections for the burn table and bag houses are electric and propane which are provided by EWEB and either Airgas or R&D Propane, respectively, (as opposed to provided by the city). No additional staffing will be generated since the burn table replaces an existing burn table and the bag houses are not a direct part of the manufacturing process. The bag houses will be constructed in an area that is currently paved with asphalt. Since the bag houses will not result in an increase of the site’s impervious area, new stormwater facilities are not necessary. Based on the above information it can be determined that the proposed burn table, equipment platform, and bag houses will not generate an additional need for city services. The applicant is not aware of any additional urban facilities or services that would be potentially impacted by the proposed project.
