Tax Lot: 05603
Date of proposal: 18 Oct 2026
Subject: Written Description of Proposed Development of Vacant Lot 5603
The purpose of this written description is to detail the plan for developing the vacant lot 5603
into a space suitable for a single-family dwelling permit in accordance with Lane County Code
9.2010 and proposed farm use to avoid annexation into the City of Eugene as described in UTA
Land Use Code Section 9.4640(1)(b).
Tax lot 5603 is approximately 1.32 acres of moderately
sloped land which sits adjacent to the Nature
Conservancy’s Willow Creek Preserve to the northwest of
the intersection of Bailey Hill Rd. and Gimple Hill Rd. The
lot is primarily covered with invasive Himalayan
blackberry plants, particularly to the northeast,
northwest, and south, with fruit trees (plum, cherry, and
apple) sporadically located around the lot.
The proposal is to develop and plant a 30,000 ft² U-pick
blueberry farm which will cover the northern half of the
property. This would contain roughly 1500 to 2000
blueberry plants spaced 3 feet apart in rows 6 feet apart
(exact amount depends on final spacing based on varietal
preferences). Many neighbors in the area operate
individual apiaries which this farm would provide
flowering plants for pollination and honey production.
A 10-12 foot wide gravel driveway leading to a small parking lot / turn-around would provide
access to the area. The existing 10 x 10 shed located on the property would serve as the
operation center, bucket / tray distribution, product weighing, and check-out process. The same
roadway would provide access to the home situated roughly centrally on the western portion of
the lot on the highest portion of the land. Plants would not be established on the southwest
part of the property due to needing space for the septic drain field.
The proposed home would be approximately 1200 square feet with an attached garage.
Locations of well, septic, and home are rough and will require further coordinated professional
investigation by individual subject matter experts.
The closest water/sewage connection to the City is located near the intersection of S Bertlesen
Rd. and Bailey Hill Rd. which is roughly 600m away from the site.
