Eugene Planning Commission

Eugene and Lane County are considering amendments to the Eugene-Springfield
Metropolitan Area General Plan (Metro Plan) to adopt the River Road-Santa Clara
Neighborhood Plan and repeal the 1987 River Road-Santa Clara Urban Facilities Plan.
Eugene is also considering neighborhood-specific land use code amendments within the
River Road and Santa Clara neighborhood boundaries (these changes would only apply to
properties within city limits).
On November 14, 2023, the Eugene Planning Commission voted to accept and review
testimony received by November 28 at 9:00pm regarding the proposed River Road-
Santa Clara Neighborhood Plan and Metro Plan Amendments and the proposed River
Road-Santa Clara Neighborhood-Specific Code Amendments (City of Eugene Files MA 23-
5 and CA 23-2). All testimony received between September 12 and November 28, 2023,
at 9:00pm will be provided to the Eugene Planning Commission for their consideration.
Testimony received after November 28 at 9:00pm will not be provided to the Planning
Commission, but will be provided to the Eugene City Council.

Email Testimony: Send e-mail testimony to RRSCPlan@eugene-or.gov.
All public testimony received will also be forwarded to the Eugene City Council and Lane
County Board of Commissioners for their consideration before any final action is taken.
Upcoming Planning Commission Meetings
Thank you to those who provided testimony at the Joint Planning Commission Public
Hearing. The Eugene Planning Commission started deliberations on Tuesday, November
14 and will continue deliberations at their Tuesday, December 5 meeting at 5:30pm.

The Lane County Planning Commission is currently scheduled to deliberate on Tuesday,
December 19 at 6:00 pm. These dates are subject to change. Stay tuned for updates
at www.RiverRoad-SantaClaraPlan.org.
Neighborhood Planning: Adoption Phase
The River Road Santa Clara Neighborhood Plan Community Advisory Committee (CAC)
made their recommendation to the Eugene and Lane County Planning Commissions. The
CAC recommendation was informed by unanimous recommendations from both the River
Road and Santa Clara community organizations earlier in July.
Staff made refinements to the draft plan documents in alignment with the community
recommendations before bringing updated versions to both Planning Commissions.
