Here is the background information about the provision of wastewater service to the River Road -
Santa Clara area you requested:
Based on the City's wastewater GIS information and the City's 2020 Wastewater Master Plan,
wastewater service has been provided to the River Road and Santa Clara basins.
The City's wastewater GIS information shows that trunklines have been constructed throughout the
River Road -Santa Clara basins. Due to a lack of resources to enforce City Code, the City has not
required developed properties within 160 feet of the City wastewater system to connect per Eugene
Code 6.471. Developed and undeveloped properties have the ability to connect to the City
wastewater system. Properties are required to connect when they develop and annex or when their
septic system fails.
The City's 2020 Wastewater Master Plan states, "The River Road basin (see Map 3-E) includes nine
sub -basins, all south of the Beltline Highway between the Willamette River and Northwest
Expressway. With the exception of the West Bank interceptor built in 1951, the 48 miles of
wastewater lines in this basin were built since 1971. Of those 48 miles, 37 miles were built since
1990. The Santa Clara basin includes 10 sub -basins, all north of Beltline and east of Northwest
Expressway. The majority of the 82 -mile system has been built since 1980. With the exception of the
eastern fringe, and some limited in -fill, the properties in the River Road and Santa Clara basins are
fully served."
