The Eugene Planning Commission and Lane County Planning Commission will jointly hold a public
hearing to consider:

CODE AMENDMENTS (City of Eugene Files MA 23-5 and CA 23-3 & County
File 509-PA23-05532)
Eugene and Lane County are considering amendments to the Eugene -Springfield Metropolitan Area
General Plan (Metro Plan) to adopt the River Road -Santa Clara Neighborhood Plan and repeal the
1987 River Road -Santa Clara Urban Facilities Plan. Eugene is also considering neighborhood -specific
land use code amendments within the River Road and Santa Clara neighborhood boundaries (these
changes would only apply to properties within city limits). City and County officials are now formally
accepting written comments on these proposals and will be accepting spoken testimony on the
proposals during a virtual public hearing on Tuesday, October 17, 2023, at 6:00 p.m.
For over 30 years, land use and development within the River Road and Santa Clara communities
have been governed by the River Road -Santa Clara Urban Facilities Plan. Following significant work
by the residents of the two neighborhoods, an updated, forward-looking plan is proposed for this
part of Eugene. If adopted by the City Council and the Board of County Commissioners, the
proposed Metro Plan Amendments will:
• repeal the 1987 River Road Santa -Clara Urban Facilities Plan
• adopt the new River Road- Santa Clara Neighborhood Plan
remove Chapter II Section F and references to the 1987 River Road Santa -Clara Urban
Facilities Plan from the Metro Plan
As a part of River Road -Santa Clara neighborhood planning, a set of changes to the City of Eugene's
Land Use Code are also proposed. The proposed code amendments would establish River Road and
Santa Clara neighborhood -specific code amendments to the C-2 Community Commercial and the R-
1 Low Density Residential zones in the River Road and Santa Clara neighborhoods. The proposed
changes in C-2 include limiting building height, adding design standards, and prohibiting certain new
auto -oriented uses. The proposed changes in R-1 allow for the display and sale of agricultural
products grown offsite.

Procedures & Approval Criteria
Following this initial public hearing, the Eugene and Lane County Planning Commissions will

deliberate and make recommendations on the Metro Plan amendments, adoption of a new
neighborhood plan, and repeal of the 1987 River Road Santa -Clara Urban Facilities Plan to the
Eugene City Council and Lane County Board of Commissioners, respectively. The Eugene Planning
Commission will also deliberate and make recommendations on the proposed land use code
amendments to the Eugene City Council. The City Council and Board of Commissioners will then hold
their own public hearing before deliberating and making final decisions on the proposals. The Metro
Plan and neighborhood plan amendments will be processed using the Type II Metro Plan amendment
procedures in EC 9.7700 -EC 9.7750 and sections 12.300 and 14.030 of the Lane Code. The Eugene
City Council and the Board of Commissioners will be the final decisionmakers on the Metro Plan and
neighborhood plan amendments. The code amendments will be processed using the Type V land use
application procedures in EC 9.7500-9.7560. The Eugene City Council will be the final local decision -
maker on the code amendments. Separate notice of the City Council and Board of Commissioners
public hearing will be provided.
In making their recommendations on the proposed amendments, the Planning Commissions will
address the relevant approval criteria, including but not limited to:
• Sections 9.7735 and 9.8065 of the Eugene Code
• Chapter 12.300.30 of the Lane Code
Testimony and evidence submitted should be directed toward the applicable approval criteria or
other criteria in the adopted plans or land use regulations or applicable state law that the person
testifying believes to apply to the decision.
How to Submit Testimony to the Planning Commissions
➢ Send a written statement to the Eugene and/or Lane County Planning Commissions, c/o Elena
Domingo, City of Eugene Planning Division, 99 West 10th Avenue, Eugene, OR 97401.
➢ Send e-mail testimony to RRSCPlan@eugene-or.gov.
➢ To be included in the agenda packet for the October 17, 2023 public hearing, your statement
must be received by staff no later than 5:00 p.m. on Friday October 6, 2023. Written testimony
received after 5:00 p.m. on October 6 will be provided to the Planning Commissions but the
Commissioners may not have as much time to review it prior to the public hearing.
➢ Attend the virtual public hearing at 6:00 p.m. on October 17, 2023, and provide spoken
testimony. Your spoken testimony will be recorded. Instructions for providing testimony during
the public hearing will be provided during the hearing. The Planning Commissions may limit the
time for each speaker to a few minutes. You are encouraged to submit written testimony prior
to the close of the public hearing if you have detailed comments you wish to make.
All public testimony received will also be forwarded to the Eugene City Council and Lane County
Board of Commissioners for their consideration before any final action is taken.

also be available for free inspection at the Eugene Planning and Development Department, 99 West
101h Avenue, Eugene, Oregon 97401 between 12:00 p.m. and 4:00 p.m. Monday -Friday and at the
Lane County Land Management Division, 3050 North Delta Highway, Eugene, OR 97408 between
9:00 a.m. and 3:00 p.m. Monday -Friday. As a courtesy, the documents related to these proposed
code amendments will be made available online at the following: https:Hpdd.eugene-
