Conclusion: The applicant’s request for a zone change for the subject property from AG (Agricultural) to R-1 (Low-Density Residential) is approved. DISCUSSION AND FINDINGS: A. Background The applicant submitted a request for a zone change for the subject property to the City on January 24, 2022. The city deemed the application complete on March 3, 2022. Following public notice, a public hearing was held on April 13, 2022. The public hearing began with the hearing officer’s explanation of the process and statutory and local procedural requirements for the hearing.1 Senior Planner Jeff Gepper then provided a summary and analysis of the application. The applicant’s representative then presented brief remarks and indicated the applicant’s agreement with the staff report. There was no public testimony. The record closed at the close of the public hearing. Discussion 1 The hearing official stated that she has had no ex parte contacts regarding the application and has no personal or financial interest in the subject property or the proposed zone change.
