These comments are in response to the proposed rezoning
of two tax lots that are part of the “Chase Gardens Residential Grouping” listed on the National Register of Historic
Places.
These materials include two video files of a recent tour of the "Chase Gardens Residential Grouping" which is on
the National Register. The first video is more experiential while the second video provides more detailed
information. Both of the videos are illustrative of the “Chase Gardens Residential Grouping” site.
22.03.19-Chase Garden Tour-01-LOW.mp4
Chase Gardens Residential Grouping Tour.mp4
These materials submitted also include several PDF files noted below:
Testimony by Steven Baker on Zone Change (Z-21-1)
Testimony on proposed Cornerstone Community Housing Zone Change-Z-22-1.pdf
The above PDF is also included as an attachment to this email message. Only one copy needs to be included in the
record.
A map of National Register sites in Eugene prepared by the Oregon State Preservation Office (SHPO).
Eugene_NRHistoricSites.pdf
A copy of the nomination materials for the “Chase Gardens Residential Grouping” obtained from the SHPO web
site with assistance from SHPO staff.
NR_Noms_99000943.pdf
A copy of the City of Eugene Certification of Local Governments (CLG) Application with the Oregon State
Preservation Office (SHPO). Through a certification process with SHPO, this CLG demonstrated that the Eugene
Historic Review Board (HRB) had a commitment to local preservation and saving the past for future generations.
This CLG agreement with Eugene was approved by the state in July 1988. The Certified Local Government (CLG)
program was federally mandated as part of an amendment to the National Historic Preservation Act of 1966, and is
administered by the National Park Service.
CLGApp_Eugene.pdf
It should be noted that the Eugene HRB is not currently in full compliance with this agreement, but SHPO has been
somewhat flexible in interpreting the CLG agreements with local jurisdictions.
A copy of testimony submitted by Ms. Christine Curran, deputy director of SHPO, in opposition to the related
demolition and other land use applications (Harry & Etta Chase House and Related Land Use Applications HDM
21-1/HA 21-3/ARB 21-2). It should be noted that the Director of SHPO is on leave, and during this absence Ms.
Curran is the acting director.
3_23_22_1418_SHIPO.pdf
A copy of testimony submitted by Ms. Joy Sears, a well-respected Historic Preservation professional who works at
SHPO. The testimony is in opposition to the related demolition and other land use applications (Harry & Etta Chase
House and Related Land Use Applications HDM 21-1/HA 21-3/ARB 21-2). Ms. Sears was one of the original
authors of the “Chase Gardens Residential Grouping” National Register nomination.
Joy Sears Testimony March 24, 2022.pdf
A copy of testimony submitted by Henry Kunowski, a well-respected Historic Preservation professional, in
opposition to the related demolition and other land use applications (Harry & Etta Chase House and Related Land
Use Applications HDM 21-1/HA 21-3/ARB 21-2).
