The appellant, Jefferson Westside Neighbors, filed the appeal. <br /> <br />BACKGROUND <br />On January 28, 2022, the Planning Director approved a Traffic Impact Analysis (TIA) and minor <br />Adjustment Review (ARA) related to the proposed development of a 7-Eleven convenience market <br />with eight fueling stations and a coffee business with drive-through service. The subject site is <br />located on the southwest corner of the intersection of West 7 th Avenue and Polk Street (see <br />Attachment A for the vicinity map). Prior to redevelopment, the owner/developer is removing an <br />existing vacant structure on the approximately 0.92-acre site, previously used as a bank. The <br />development site is zoned S-C Chambers Special Area Zone – C-2 Community Commercial Subarea. <br />A site plan showing the development proposal is included as Attachment B. <br /> <br />The Planning Director’s decision includes a summary of the proposal along with findings that <br />address applicable criteria for the requested TIA and Adjustments. The Planning Director <br />concluded that all applicable standards and criteria were met and approved the TIA, and <br />conditionally approved the ARA application. A full copy of the Planning Director’s decision with <br />attachments is included as Attachment C. <br /> <br />On February 9, 2022, an appeal was filed by Ted Coopman, Jefferson Westside Neighbors Chair on <br />behalf of Jefferson Westside Neighbors. The appeal statement contains a summary of key dates <br />and events, followed by a list of errors related to the Planning Director’s decision (see Attachment <br />D).
