A I - I ftw I <br />+ Planning <br />MEMORANDUM <br />Date: January 26, 2021 <br />To: Planning Commission <br />From: Rodney Bohner, Associate Planner <br />Subject: 1400 Cross Street (MA 20-2 / RA 20-2 / Z 20-8): <br />Goal 10: Housing <br />Goal 12: Transportation Planning Rule <br />The purpose of this memo is to provide clarification and identify necessary revisions to the <br />preliminary findings provided in the staff report for the 1400 Cross Street Metro Plan <br />Amendment, Refinement Plan Amendment, and Zone Change application (City File: MA 20-2 / <br />RA 20-2 / Z 20-8). This memo also responds to testimony provided by Housing Land Advocates <br />(HLA) and the Fair Housing Council of Oregon (FHCO), received on January 25, 2021. <br />Specifically, this memo addresses additional information related to the preliminary findings <br />provided under Statewide Planning Goal 10: Housing, as well as Statewide Planning Goal 12: <br />Transportation and the related Transportation Planning Rule (TPR), which begin on page 18 of <br />the agenda materials provided to the commission for the public hearing on January 26, 2021. <br />GOAL 10: HOUSING <br />On January 25, 2021, staff received one combined letter submitted jointly by the Housing Land <br />Advocates (HLA) and the Fair Housing Council of Oregon (FHCO). HLA and FHCO argue that the <br />required Goal 10 findings fail to evaluate the proposed Metro Plan Amendment, Refinement <br />Plan Amendment, and Zone change with respect to the City of Eugene's Housing Needs Analysis <br />(HNA) and Buildable Land Inventory (BLI). The testimony is available in the planning file. The Administrative Rule for Statewide Planning Goal 10 (OAR <br />660 Division 8) states that "the mix and density of needed housing is determined in the housing <br />needs projection.
