A I - I ftw I
+ Planning
MEMORANDUM
Date: January 26, 2021
To: Planning Commission
From: Rodney Bohner, Associate Planner
Subject: 1400 Cross Street (MA 20-2 / RA 20-2 / Z 20-8):
Goal 10: Housing
Goal 12: Transportation Planning Rule
The purpose of this memo is to provide clarification and identify necessary revisions to the
preliminary findings provided in the staff report for the 1400 Cross Street Metro Plan
Amendment, Refinement Plan Amendment, and Zone Change application (City File: MA 20-2 /
RA 20-2 / Z 20-8). This memo also responds to testimony provided by Housing Land Advocates
(HLA) and the Fair Housing Council of Oregon (FHCO), received on January 25, 2021.
Specifically, this memo addresses additional information related to the preliminary findings
provided under Statewide Planning Goal 10: Housing, as well as Statewide Planning Goal 12:
Transportation and the related Transportation Planning Rule (TPR), which begin on page 18 of
the agenda materials provided to the commission for the public hearing on January 26, 2021.
GOAL 10: HOUSING
On January 25, 2021, staff received one combined letter submitted jointly by the Housing Land
Advocates (HLA) and the Fair Housing Council of Oregon (FHCO). HLA and FHCO argue that the
required Goal 10 findings fail to evaluate the proposed Metro Plan Amendment, Refinement
Plan Amendment, and Zone change with respect to the City of Eugene's Housing Needs Analysis
(HNA) and Buildable Land Inventory (BLI). The testimony is available in the planning file. For
ease of reference, the testimony may also be viewed on the City's land use application website:
https://Pdd.eugene-or.gov/Land Use/Docu mentDeta i Is?fi Ie=MA-20-0002&id=2958206
Goal 10 requires that communities plan for and maintain an inventory of buildable residential
land for needed housing units. The Administrative Rule for Statewide Planning Goal 10 (OAR
660 Division 8) states that "the mix and density of needed housing is determined in the housing
needs projection. The Envision Eugene Residential Lands Supply Study (RLS), which includes
Eugene's Housing Needs Assessment (HNA), determined that Eugene meets the demand for
City of Eugene • 99 W. 10th Ave. • Eugene, OR 97401 • 541 -682-5481 • 541-682-5572 Fax
www.eugene-or.gov/planning
