4-01-6h., <br />qwPublic Works <br />Parks & Open Space <br />MEMO <br />January 28, 2020 <br />To: Jeff Gepper, Assistant Land Use Planner <br />City of Eugene Planning Division <br />From: Emily Proudfoot, Principal Landscape Architect <br />Project Manager, Downtown Riverfront Park <br />City of Eugene Parks and Open Space Division <br />RE: Riverfront Ordinance Code Update Summary <br />As part of the Riverfront Ordinance adopted last July, the Council approved a "Standards Review" application for <br />a portion of the Riverfront Park. Included in the approved application was an art pavilion at the end of 5th <br />Avenue. You may recall that the artist designed the pavilion's roof to reflect the Willamette River and to <br />provide shade for park users viewing the River. The pavilion was designed with consideration of the <br />community input received regarding public art in the new Riverfront Park. <br />In moving forward with park development, staff noted that the code provisions for the Downtown <br />Riverfront zone do not make a clear exception for the placement of a park structure like the art pavilion <br />within a "view corridor." The Council's approval of the park plans indicates its intention to allow the art <br />pavilion within the 5th Avenue view corridor. Therefore, staff are proposing an amendment to the <br />Downtown Riverfront code to clarify that intent, which is detailed in the attached proposed ordinance.
