9-09-164 <br />1W Public Works <br />Engineering <br />Memorandum <br />Date: March 18, 2019 <br />To: Gabe Flock, Senior Planner <br />From: Matt Rodrigues, City Engineer <br />Subject: Expansion of the TIA Exempt Area to Include the EWEB Site. <br />In 2013, the City Council established the boundaries of the EC 9.8670 Traffic Impact Analysis (TIA) <br />Exempt Area to include the Downtown Plan area, except for the property owned by EWEB. At that time, <br />the EWEB site was not serviced by a gridded street pattern and the potential redevelopment was <br />unknown. Public Works advised at that time that the expansion of the TIA Exempt Area should not <br />include the EWEB site. <br />Several actions have taken place which justify now including that property within the boundaries of that <br />TIA Exempt Area. <br />(1) Approximately 16.5 acres of EWEB property (most of the site except for the Headquarters <br />Buildings and parking areas serving those buildings) have been acquired by the City's Urban <br />Renewal Agency (URA). The URA and a developer - Williams/Dame & Associates - have <br />created a development plan for that property which identifies parcels, a street network and <br />uses for the parcels. That plan has been reviewed by the City Council, which then initiated in <br />July of last year a local improvement district (LID) to create those streets and related <br />infrastructure to enable the development plan to become a reality. The Council subsequently <br />has reviewed the progress of that LID and has approved motions moving the infrastructure <br />into the design and initial construction phases. Funding has been identified to complete the <br />infrastructure. <br />(2) In 2017, the Council adopted a new Transportation System Plan. As part of that adoption, the <br />Council lowered the level of service (LOS) citywide to level E. (Downtown is LOS F.) <br />(3) As part of the work preceding the Council's previous approval of the existing S-DR zoning and <br />the EWEB Riverfront master plan, a traffic analysis was undertaken. That study concluded the <br />uses allowed by the plan would result in a transportation system that operated above LOS <br />performance requirements. The specific uses now contemplated under the plan noted in <br />paragraph (1) above are similar to those that were analyzed during the prior traffic analysis. <br />Based on the above, it makes sense to expand the TIA Exempt Area to include the EWEB site. We now <br />know that there will be a street network, and the City is in control of the design and construction of that <br />street network. The Council has initiated the LID for that network. The work has begun. The uses that <br />will be supported by that network are also now known. For these reasons, I recommend expanding the <br />TIA Exempt Area map (Map 9.8670) to include the land acquired by the URA (noted in paragraph (1) <br />above) along with the remainder of the EWEB site (Headquarters Buildings related parking areas).
