My name is Renee Seacor and I'm a law student at the University of Oregon School of Law.
A master plan is required for the University of Oregon to receive a Conditional Use Permit for the North Campus. The
document, however, doesn't provide enough detail or accountability in the area north of the railroad tracks to constitute a
tenable plan.
Yet there is agreement that:
•A long-term 200 foot setback from the river will help protect the riparian ecology
•The University has good intentions to restore the riparian zone (even if it has no plan to do so)
•The University has no immediate need or desire to develop land north of the railroad tracks
The UO Riverfront Restoration and Education Group submitted testimony with three options that protect the riverfront,
allow for development south of the railroad tracks, and are consistent with the code.
I support the UO Riverfront Restoration and Education Group's three options for achieving a win-win outcome!

Dear Hearings Official,
Please accept this letter as supplemental information in response to written testimony
submitted into the record during the first open-record period. The information addresses
compliance with EC 9.3715(1) and EC 9.3730.
EC 9.3715(1)

Malone and Hancock assert that the application does not comply with EC 9.3715(1) because
one of the parking garages proposed in the Master Site Plan is not within 400 feet of the
proposed Knight Campus for Accelerating Scientific Impact (KCASI). The proposed Knight
Campus is not within the S-RP zone and area subject to the CUP request; it is within the S-WS
zone.
EC 9.3715(1) is a development standard in the S-RP zone addressing parking requirements.
The standard states that Å\[r\]equired parking shall be located within 400 feet of structures to be
served unless a greater separation is specifically approved through the master development
plan approval processÆ (emphasis added). In other words, if the CUP Master Site Plan
application does not address the standard, then the ÅdefaultÆ 400-foot separation standard will
apply. If the applicant shows that a different standard should apply (as is the case here), then
the standard specified in the approved Master Site Plan becomes the controlling standard.

As noted in the application narrative, demonstration of compliance with S-RP developments
standards is not an explicit requirement of the CUP or WG permit approval criteria. The

UniversityÈs proposal nevertheless addresses these criteria in order to demonstrate that future
development will be consistent with development standards.
Exhibit G shows that the UO campus currently contains a code surplus of 738 parking spaces.
Sheet L02 Site Plan (Exhibit A) identifies two future parking structures planned for construction
in the North Campus area. Some of the planned parking supply in North Campus is intended
to address Knight Campus future needs, and other parking supply is intended to replace
surface parking displaced by Knight Campus and other current projects, and to provide
additional capacity for future parking removal and needs. In addition to the future North
Campus parking structures, the Campus Physical Framework Vision (ÅFramework Vision
ProjectÆ) proposes additional future parking facilities located in other areas of campus that are
intended to provide capacity to serve the universityÈs future needs.
The UO campus contains land zoned PL, S-WS, and S-RP, among other zones. The need for
parking, in compliance with City code requirements, is evaluated on a campus-wide basis.
The city has recognized this in prior land use decisions. See 1997 and 2017 parking
adjustment decisions included in the UniversityÈs October 3, 2018 first open record period
materials. The provisions of EC 9.3715(1) allow for greater separation between structures and
parking to be approved through the Master Site Plan process, which is consistent with how
parking supply is planned and provided on the campus.
A narrow interpretation of EC 9.3715(1) that disregards the unambiguous code language that
allows Ågreater separation \[if it\] is specifically approved through the master development plan
approval processÆ coupled with no allowance for greater separation would result in a need to
construct multiple surface parking lots and access connections within 400 feet of each
structure to be served; resulting in unnecessary pavement and parking areas, contrary to the
land conservation goals of the RP zone. The UO Campus Plan, Framework Vision Project, and
Master Site Plan all promote compact urban development, pedestrian-oriented development,
walkability, and safety. The allowance for greater separation between buildings (structures)
and parking supply, as approved through the Master Site Plan and CUP approval process, is
consistent with this planning framework and the realities of a campus environment. The
University therefore requests that the Hearings Official find that the default 400-foot parking
separation is not appropriate in the RP zone and instead approve the UniversityÈs proposed
parking in the RP zone as shown on the Master Site Plan and as permitted by EC 9.3715.
EC 9.3730
Eugene Code Section 9.3730 (S-RP Riverfront Park Special Area Zone Required Reporting)
requires owners and developers of development sites within the Riverfront Park Special Area
Zone to submit annual reports to the cityÈs planning and development director that provide
data demonstrating compliance with the permitted uses in the zone. This requirement is not
among the approval criteria for the UniversityÈs current Master Site Plan conditional use permit
application, however.
That said, the University did submit reports to the City when the prior CUP (CU88-16) was
effective. The UniversityÈs most recent report from 2011 shows that the University was in
compliance with the use requirements listed in EC 9.3730 at the expiration of the prior
approved Master Site Plan. Moreover, the University agrees to submit required annual reports
following approval of the UniversityÈs proposed CUP.

Protect the UO Riverfront!

The University of Oregon has applied for a 30-year Conditional Use Permit from the City of
Eugene to develop the Ånorth campus.Æ This includes the open space between the
Frohnmayer (Autzen) Footbridge and the former EWEB property downstream (which will be
intensively redeveloped under an entirely separate process).
The University's plans call for buildings, acres of \[likely\] synthetic playing Ðelds, lights, and fences that
would displace wildlife and restrict educational and public uses within this unique riverfront landscape.
There are other places for playing Ðelds but no replacing the riverfront.
We've submitted three options to a hearings ofÐcer that would protect the riverfront while allowing for
development south of the railroad tracks (which is already heavily developed). Now we need you to show
support for these options--especially students and faculty! Please share this message with others.

My name is Pauline Andrews. I'm the spouse of a faculty member. I live in the Fairmount neighborhood
and bike by this area every day.
The land next to the river is public land since the UO is a public university. It is special land that should
be wisely planned for in the interests of staff, students, faculty and the public in general. Even after
months of no rain the area is still green without sprinklers - there are trees and flowers, and animals and
birds enjoy it. People enjoy walking and running with their kids and dogs over this land. Artificial turf
"fields" are really large dead areas of garbage that overheat badly in the sun. They have no place on
public land right next to the Willamette river. Floodlights and fences don't belong there either. Tall
buildings block sunlight.
A master plan is required for the University of Oregon to receive a Conditional Use Permit for the North
Campus. The document, however, doesn't provide enough detail or accountability in the area north of the
railroad tracks to constitute a tenable plan.
Yet there is general agreement that:
•A long-term 200 foot setback from the river will help protect the riparian ecology
•The University has good intentions to restore the riparian zone (even if it has no plan to do so)

My name is Ian Petersen. I'm a graduate student at the University of Oregon. I am very concerned
about the proposed plan to develop athletic fields along the riverfront. The natural spaces along the
Willamette river in Eugene are my favorite places in town. When Folks visit town I always take them
for a walk/ride on the river and people are impressed by the natural space and wildlife, eagles, osprey
etc. along the river.
