Background In July 1997, the City of Eugene accepted a study that concluded the university was in compliance with applicable city codes regulating the supply of automobile and bicycle parking. This study included justification for a 50% reduction in the required automobile parking, as described in the Eugene Code, section 9.8030(10). The study also contains the provisions for an annual review of code compliance as well provisions is that the university compare enrollment from the previous year with the amount of parking supply to ensure continued compliance. For the reasons below, the application must be denied absent substantial changes to the master plans proposed uses. EC 9.3725(1)(b) requires that particularly with respect to transportation facilities), planned public facilities shall be shown to accommodate the requirements of the proposed development.Here, as noted in prior testimony, there is no indication that transportation facilities, including parking structures, will accommodate the requirements of the proposed development. Parking structures proposed within the master plan purport to serve the Knight Campus development located within a separate special zone. See Application Narrative, P. 84 ( to address Knight Campus requirements per the Walnut Station Special Area Zone (S-WS) requirements, ); Application Narrative, P. 35 (The site of the current Knight Campus for Accelerating Scientific Impact project is located along the north side of Franklin Boulevard between Onyx Street and Riverfront Parkway. It is not located in the S-RP zone (and not subject to the Conditional Use Permit requirement), but will serve as an important connection between the current main campus and the North Campus area.); Application Narrative, P. 2 ( Campus project is also separate from the Knight Campus project.). As noted in President Schills letter rejecting the University Senates resolution, President Schill noted that we do need to proceed with building the parking structure in the area south of the tracks as soon as is 1 1 possible. Schill letter, P. 3. Again, the need is motivated by the construction of the Knight Campus, not a need arising out of the S-RP zone. The provisions that govern the S-RP zone strongly suggest that the proposed transportation facilities within the S-RP zone are intended to serve the uses within the S-RP zone. For example, EC 9.3715 provides that consistent with the purpose and intent of the S-RP Riverfront Park Special Area Zone as well as its unique location adjacent to the Willamette River and Millrace, the following development standards shall apply.This implies that Riverfront Park Special Area Zone is intended to serve those uses within the zone. Clearly, a parking structure proposed for the S-RP zone is intended to serve uses within S-RP zone, not those within a separate zone (i.e., the Walnut State Special Area Zone). Moreover, the Walnut Station Special Area Zone contains its own specific parking requirements, see EC 9.3970(4), including the location of -street motor vehicle parking,-site parking,.ifically, for s within structured parking with two or more levels, the maximum number of parking spaces is 1 parking space per every 250 square feet of gross floor area.This standard conflicts with the parking standards for the Riverfront Park Special Area Zone, see EC 9.3715(1)(a)(1)-(5), which lends more support to the notion that a parking garage located within the S-RP zone cannot serve the Knight Campus. It is also notable that there is no evidence in the record to suggest that the proposed parking structures would be within 400 ft of the Knight Campus, which would plainly violate EC 9.3715(1), which requires parking garages be located within 400 feet of structures to be served. Indeed, the site plans indicate that such parking structures would not be within 400 feet of the Knight Campus, even assuming that the parking structures in the S-RP zone could support the Knight Campus development, which is in a separate zone. Encourage infrastructure and programs that allow residents to reduce expenditures on fuel and vehicle use. Support predictable travel times between key origins and destinations for high priority trips such as transit and regional freight movement. Increase access to employment centers via foot, bike, and transit, while improving the quality of the x traveling experience. Support access and visibility of businesses that rely on drive-by traffic by balancing congestion with economic development goals. 6. Cost Effectiveness x Maximize the efficiency and life of the current transportation system. Favor transportation investments that have potential funding for both implementation and ongoing maintenance. Key Evaluation Criteria criteria 7. Foster transportation investments that avoid damaging and improve habitat areas, where possible. x 9 9 Sidewalks Sidewalks are paved walkways adjacent to roadways. Sidewalks are particularly important for basic mobility of people with disabilities. Setback sidewalks (featuring a planted barrier between the sidewalk and travel way) can create more comfort and safety for people walking. Accessways An accessway is a connector that provides a direct route between residential areas, retail and office areas, institutional facilities, industrial parks, transit streets, and neighborhood activity centers. An accessway will often provide connection between a shared use path and adjacent neighborhood streets. Neighborhood Greenway A neighborhood greenway is a bike route on a low-volume, low- speed street that has been optimized for bicycle travel. Neighborhood greenways contain different features depending on adjacent land uses, however all neighborhood greenways in Eugene will contain wayfinding signs, pavement markings, and intersection treatments. Neighborhood greenways may also feature diversion to reduce automobile volumes and traffic calming to slow motor vehicle speeds. Shared Use Paths Shared-use paths are paved paths separate from the roadway network that are designed for both walking and bicycling. Where space allows, high use corridors may be developed with redundant paths to separate people walking from people biking. The paths for people walking or running may be unpaved depending on intended use. Sidewalk Paths facility for walking and bicycling adjacent to a roadway. Sidewalk paths most closely resemble a wide sidewalk. Due to user conflicts at intersections this type of facility is used sparingly in locations with few driveway entrances. Sidewalk paths are primarily used to connect segments of the bicycle network. Bike Lane A bike lane is a marked space along a length of roadway that is designated for use by people bicycling. Wheelchair users and some motorized scooters are allowed in bike lanes. Some bike lanes will feature a buffer strip to provide space between the bike lane and the auto lane or parked cars. Bike lanes may also use green colorant where an auto lane crosses the bike lane. Protected Bike Lane an exclusive bicycle facility adjacent to, but separated from, the roadway. Separation is generally achieved using planters, parked cars, curbs, or posts to separate people biking from people driving. They are best on roads with few cross streets and driveways, particularly on roadways with high auto volumes and speeds. A protected bike lane provides a logical extension of a shared use path because it provides the sensation of riding on a path due to the separation from motorized traffic. Grade Separated Crossings A grade separated crossing occurs where an at-grade crossing is unsafe, such as crossing an interstate highway, or not practical. Grade separation in an urban context generally means that a facility for walking or bicycling is constructed below or above and existing roadway. Bridges across waterways are also considered grade separated crossings in Eugene. We know the challenges and limitations associated with the availability of fields. Our current recreation fields, including the two fields currently along the river, are at full capacity. In a given year, over 6,000 students participate in physical education classes, intramurals, and club sports on our campus fields. Club Sports provides students the opportunity to compete, establish leadership opportunities, and form bonds that last a lifetime. In addition, several thousand students per year use these fields for open recreation. The proposed CUP offers opportunities to meet future needs on campus, and it is important to have options for recreation fields that are close to classes and where students live. In its proposal, the university has carefully balanced its long-term needs for physical education classes and student recreation with its other needs and interests of the community. I.Origin, Purposes, and Conclusions of This Memo A.Origin: In a 1/22/18 email to me proposed developments north of George Evans stated that he and other UO faculty believe the university \[has not\] adequately \[taken\] into account the loss of habitat, effects of light pollution, and the amenity values to those who walk, run or bike on the paths that are near these proposed developments. He doubted the UO had tried to quantify the lost benefits for current users and future users.He and I agreed I would: 1) describe how best to quantify comparing the alternatives for handling the area between the tracks and into the river; and 2) evaluate how well the UO Proposal serves the objective of a quantitative comparison of the alternatives. his and my subsequent exchanges, I added 3), namely, scrutinize the 34,000-student footprint. George is innocent of this #3 addition. B.Purposes: 1.In Part II of this memo, I heed the UO Proposalimplicit request to pay no attention to 34,000-STUDENT FOOTPRINT! My purpose in Part II then is to evaluate -free proposal, taking the 34,000- student footprint as given. But then, borrowing from cost-benefit analysis (CBA), I 1 enrich the UO Proposal with what I see as some of the salient, relevant alternatives. But when examining complex, dynamic systems, e.g., urban and ecological systems in the context of climate change, failing to include variables and units of measurement in common dooms trying to rank alternatives rigorously. My Just-Fabricated Hypothesis: My admittedly quickly crafted explanatory and prescriptive long-run plan for the UO, as yet unwritten, would instead put its proposed physical capital, including especially the soccer fields, elsewhere and instead join Eugene in a coordinated effort to optimize the singular comparative advantage of natural capital the two institutions share, namely, the proximate reach of the Willamette. IV. Scrutinize How the UO and the City of Eugene Are Handling Their Joint Social Capital A. I focus here on the special part of social capital, namely, institutions. I do not want to see artificial turf fields and night lights in this area along the greenway. The environmental impacts of leeching, light pollution, and destruction of riparian habitat are too great for such a project. A much better use to showcase the University's commitment to this city's environmental stewardship would be to restore the riparian zone and be an educational exhibit to the benefits of a riparian buffer. Pollinators, fish, birds, and people would all benefit from restoring the riparian buffer that once existed along the river in this area. Invasive blackberries and other weeds could be replaced with native trees and wildflowers. I believe this would be the best use of this land, and would benefit the UO and the city the most in the long run. Please do not grant University of Oregon a conditional use permit. They have not adequately involved the community in the specifics of the plans. The University of Oregon has plenty of land on the south side of the train tracks. UpfO already has an excess of sports facilities, there is no need for more facilities at this time. Plastic sports fields off-gas during the summer which negatively effects the livability of the area. There are known to be hazardous materials buried along the riverbank which must be located and remediated. Currently there are many professors who utilize the river front as a natural classroom. The proposed sports fields would undermine their ability to utilize this natural area near campus for educational purposes. The University of Oregon has not adequately discussed their plans with the community, student body, or the faculty. What the University of Oregon has proposed for land-development goals are intentionally vague. If you must approve a conditional use permit for the University of Oregon it should be for a much smaller amount of land, and it should be south of the tracks and for a shorter length of time. What the University of Oregon is now proposing is a leap-frog development pattern as opposed to orderly and efficient land-use planning. If the University of Oregon actually needs additional sports facilities (they don't) vast areas of empty around Autzen Stadium would be an option for them to build on. Sports fields can be places anywhere, and the riverfront is an irreplacable natural area that would be severely degraded/destroyed by this proposed project. The flood lighting systems that have been suggested for these fields would be detrimental to the natural area. It would be lesser impact for the river front natural area if the fields and associated floodlighting were located either south of the railroad-tracks or in the area surrounding Autzen Stadium. Theartificialturf'sbasematerialiscomposedofgranulesofsoftplasticpellets,silicasandandcrumb rubber.Crumbrubberiscomposedofrecycledtiresmadeofnaturalandsyntheticrubber,carbonblack andasmuchas10gallonsofpetroleumproducts.Someofthechemicalsintires,suchas dibenzopyrenes,areknowncarcinogens.Crumbrubberalsocontainsmetals,includinglead(a neurotoxin),cadmiumandzinc.Artificialturfmaybetreatedwithpesticides(alsomadefrom petroleum)whenweedsgrowthroughthebacking.Attheendofitsusefullife,approximately12years, plasticgrassandcrumbrubberwillberemovedandreplaced.Somepartscanberecycledifa communityhasacomprehensiverecyclingprogram.Ifnot,hundredsofyardsofartificialturfget landfilled. ClimateandtheHeatIslandEffect.Anurbanheatisland(UHI)isanurbanareathatissignificantly warmerduetohumanactivities.Sincebothplasticandcrumbrubberabsorbandretainheat,theNYC HealthDepartmentreportedheatisaprimaryhealthconcernassociatedwithplayingonthefields.The studyfoundthatpeoplecansufferdehydration,heatstrokeandthermalburnsatfieldtemperatures above115degrees;whentemperaturesweremeasuredonanartificialturfsoccerfield,the temperaturesurpassed160degrees.Natural,livinggrassabsorbscarbon.Withoutthenaturalsystem ofevaporationthatlivinggrasseshave,syntheticturfcantoturnsunlitfieldsintoheatislands.Thisis neitherhealthyforplayersorthewildlife,pollinators,amphibiansandaquaticspeciesthatwillsharethe riverfrontwiththeUniversity.
