<br />DECISION OF THE HEARINGS OFFICIAL <br />FOR THE CITY OF EUGENE, OREGON <br />WILLAMETTE GREENWAY, SITE REVIEW, AND ADJUSTMENT REVIEW <br />INTRODUCTION <br />Application File Name (Number): <br />Lombard Apartment LLC (WG 18-3/ SR 18-3/ ARA 18-8) <br />Applicant’s Request: <br />Approval of a Willamette Greenway Permit, Site Review, and Adjustment Review to <br />construct 94 residential apartment units. <br />Subject Property/Location: <br />Located on the east side of River Road north of Lombard Street. Assessor’s Map: 17-04-25- <br />12 Tax Lot 1000. <br />Relevant Dates: <br />Applications submitted on April 6, 2018; supplemental materials submitted and application <br />deemed complete at applicant’s request on May 11, 2018; public hearing held on June 27, <br />2018. <br />Applicant’s Representative: <br />Micheal Reeder. <br />Lead City Staff: <br />Rodney Bohner, Assistant Planner, Eugene Planning Division. <br />Summary of the Public Hearing <br />The Hearings Official held a public hearing on this application on June 27, 2018. The <br />Hearings Official stated he had no conflicts of interests, was not biased, and had no ex parte <br />communications to disclose. No person objected to the Hearings Official conducting the <br />hearing. Rodney Bohner (Bohner), Assistant Planner, and Alissa Hansen, Principal Planner, <br />were present for the hearing. Bohner presented the staff report, recommending approval of <br />the application. Micheal Reeder, the applicant’s representative, testified in favor of the <br />application. Bill Kloos argued that the Willamette Greenway provisions could not be applied <br />under the relevant needed housing statutes.
