City of Eugene Stormwater Review Applicability
This memo is in response to information submitted into the record related to deferring review of
certain standards to the building permit process.
Detailed individual house designs, and the associated building appurtenances, including but not
limited to stormwater and other private utility designs, are reviewed by the public works
representatives and the building official and are governed by the building and plumbing specialty
codes, as well as the stormwater ordinance.
Specifically, similar to designing a detailed foundation for a house, a private stormwater detention
and disposal system for a future unidentified home is too detailed to design during the Tentative
PUD planning phase. Stormwater systems are directly related to the size and configuration of the
impervious surface(s) they will drain and cannot be designed with any confidence prior to design of
the house, driveway, and other impervious surfaces. Similarly, the system layout is dependent on
the actual location and layout of the house on the lot. All of the proposed roadway detention
systems account for the e-dsting upland lots as they emst today.
The PUD process doesn't require the detailed design of the home on each lot, and therefore cannot
require the detailed design of appurtenances to the home including private utility services and
individual detailed stormwater system(s).
