<br />EugeneOrdinanceExhibitJΑAppendixB <br />\[LaneCountyOrdinanceExhibitGΑAppendixB\] <br />UGBExpansionAnalysisforEmploymentLand <br />I.Introduction <br />ThisUGBExpansionAnalysisforEmploymentLandsetsoutthestandardsandprocessbywhichtheCity <br />ofEugenehasidentifiedthelandtobeaddedto9ǒŭĻƓĻƭurbangrowthboundaryΛͻ <br />D.ͼΜforfuture <br />industrialuse.Theadditionalurbanizableindustriallandwillcompletethe/źƷǤƭbuildableland <br />inventoryΛͻ.\[LͼΜtoprovideemploymentopportunitiesfor9ǒŭĻƓĻƭgrowingpopulationthrough2032. <br />The/źƷǤƭEmploymentLandSupplyStudy,adoptedasanappendixtotheEnvisionEugene <br />ComprehensivePlan,establishestheneedtoexpandtheUGBtoaddmoreindustrialland.PartIofthe <br />EmploymentLandSupplyStudyidentifiesthesupplyofemploymentlandwithintheUGBin2012.PartII <br />ofthatStudyisthe/źƷǤƭEconomicOpportunitiesAnalysisΛͻ9h!ͼΜͲwhichconcludestheCitywillneed <br />additionalcommercialandindustrialemploymentlandtomeettheneedsofthegrowingpopulation <br />through2032.TheEOAidentifiesthenumberofadditionalsitesthatareneeded,andthecharacteristics <br />thosesiteswillneed.Consideringtheadditionallandneedthatresultsfrompublicandsemipublicuses <br />thatoccuronemploymentland(addressedinPartIIIoftheEmploymentLandSupplyStudy),andthe <br />measurestheCityhastakensince2012toincreasethesupplyofemploymentlandwithintheUGB <br />(addressedinPartVoftheEmploymentLandSupplyStudy),theCityisstilldeficientinemploymentland <br />asfollows: <br />2industrialsitesof75acresorlarger; <br />3industrialsitesofbetween50and75acres; <br />2industrialsitesofbetween20and50acres;and <br />4industrialsitesofbetween10and20acres. <br />Thisdeficitmustbeaddressedthroughanexpansionofthe/źƷǤƭUGB. <br />II.OverviewofLegalStandardsandProcessforSelectingLandto <br />AddressanIndustrialLandDeficit <br />Statestatutes,rulesandcourtdecisionssetupahighlyprescriptivesetofstandardsthatmustbe <br />1 <br />appliedtothe/źƷǤƭselectionoflandtoaddressitsindustriallanddeficit.Thestandardsdescribedin <br />thisSectionIIaresetoutinorderoftheirapplication.InSectionIII,below,theCityexplainshowtheCity <br />appliedthestandardstodeterminewhichlandtoincludeinitsUGBtoaddressthedeficitinindustrial <br />employmentland. <br />TheprimaryregulationthatgovernstheprocedureforevaluatinglandforanyUGBexpansionissetout <br />atORS197.298.ORS197.298isimplementedmorespecificallythroughStatewidePlanningGoal14,the <br />Goal14administrativerulesatOAR660024.ForaUGBexpansiontoaddressadeficitofindustrialland, <br />1 AmendmentstoStatewidePlanningGoal14anditsadministrativerulesatOAR660024tookeffectonJanuary1, <br />2016.TheamendedversionsdonotapplytotheCityofEugeneforpurposesofthisUGBwork,pursuanttoHB <br />4126(2016)andOAR6600240000(4)ΛͻŷĻrulesinthisdivisionadoptedonDecember4,2015,areeffective <br />January1,2016,exceptthatalocalgovernmentmaychoosetonotapplytheamendmentstorulesinthisdivision <br />adoptedDecember4,2015toaplanamendmentconcerningtheamendmentofaUGB,regardlessofthedateof <br />thatamendment,ifthelocalgovernmentinitiatedtheamendmentoftheUGBpriortoJanuary1,ЋЉЊЏ͵ͼΜ <br />AppendixBtoFindingsFinalPage1 <br /> <br />
