<br />EugeneOrdinanceExhibitA1 <br />\[LaneCountyOrdinanceExhibitA1\] <br />Metro Plan Text Amendments <br />(Employment, Park and School Land) <br />A. <br /> The second paragraph of the introductory text in Chapter II of the Metro Plan is <br />amended to provide as follows: <br />As explained in the Metro Plan Preface and Chapter I, Eugene, Springfield and Lane County \[are <br />haveed <br />taking incremental steps to\] transition from a single “metropolitan UGB” to two separate <br />UGBs, “the Eugene UGB” and “the Springfield UGB.” The general references to “the UGB” <br />within this Chapter II shall be interpreted as applying to any UGB within the Metro Plan area, <br />unless the text specifically refers to the metropolitan UGB, the Springfield UGB or the Eugene <br />Because <br />UGB. \[When\] both the Springfield UGB and the Eugene UGB have been established, <br />no longers but references to the metropolitan UGB <br />the metropolitan UGB \[will cease to\] exist <br />remain in the Metro Plan for historic reference <br />. <br />B. <br /> The third paragraph of Section E in Chapter II of the Metro Plan is amended, with <br />footnotes renumbered as needed, to provide as follows: <br />To make <br />\[With\] the transition mandated in 2007 by ORS 197.304, the shared metropolitan UGB <br />has been <br />\[will be\] replaced with two separate UGBs (the Eugene UGB and the Springfield UGB). <br />This changed the land use work programs for the three jurisdictions. Evaluation of the sufficiency <br />of the 2015 metropolitan UGB was replaced with an in-depth analysis of each city’s independent <br />needs and the supplies of land that exist with respect to the separate areas of jurisdictional <br />responsibility. That process began with the three jurisdictions’ adoption of city-specific population <br />forecasts in Chapter I of the Metro Plan.
