A.OW <br />• Planning <br />NOTICE OF CI COUNCIL and COUNTY AR DECISION <br />Mailed on August 14, 2017 <br />You are receiving this notice because you provided oral or written testimony during the City and County hearing <br />procedures or requested notice of the City or County decision on the Eugene Urban Growth Boundary project. <br />On July 17, 2017, the Eugene City Council voted to approve Ordinance No. 20584, an ordinance establishing the <br />City of Eugene's urban growth boundary ("UGB") with new land to meet the City's need for employment sites, <br />parks, and a school, which was noticed on July 28, 2017. Subsequently, on August 8, 2017, the Lane County Board <br />of Commissioners took corresponding actions by voting to approve County Ordinances No. PA 1345 and No. 17- <br />03, resulting in this notice. <br />The City and County actions include: <br />• Establishment of the precise location of Eugene's UGB, including additional land in the Clear Lake and <br />Santa Clara areas to meet the City's long-term needs for employment sites, a school site for the Bethel <br />area, and community parks for the Bethel and Santa Clara areas. <br />• Assignment of land use designations and new zones to the land being added to the UGB to allow the <br />land's current land uses to continue until the landowner proposes to establish the needed employment, <br />park or school use identified for the land, and to protect particular natural resources on that land as <br />identified in proposed amendments to the Water Resources Conservation Plan and the Water Quality <br />Waterways Map. <br />• Adoption of a new comprehensive land use plan that includes policies pertaining to economic <br />development, transportation, and future monitoring of Eugene's land supply and demand, an "economic <br />opportunities analysis" and a new inventory of Eugene's buildable lands for employment. <br />• Amendments of public facilities and transportation plans to add projects needed to keep pace with 20 <br />years of Eugene's growth. <br />• Amendments to the current Eugene Land Use Code to establish the /CL Clear Lake Overlay Zone and <br />stormwater regulations for the Clear Lake expansion area. <br />• County adoption of the current Eugene Land Use Code to make it applicable to the two areas added to <br />the Eugene UGB. <br />To view the ordinances visit www.eugene-or.gov/citVrecorder and <br />https://www.lanecounty.org/cros/One.aspx?portalld=3585881&pageld=6505759.
