City of Eugene, Planning and Development Division <br />Att: Rob Lilley, Associate Planner <br />99 West 10`h Avenue <br />Eugene, Oregon <br />97401 <br />This letter is written with reference to that certain PROPOSED land Use Action <br />Dated: December 8, 2017 <br />Location: 2957 Floral Hill Drive <br />File Name/Number: Strong, Alice (PT 17-13) <br />First I feel I must thank you and the counter staff there at the city office. During my visit and hunt for <br />explanations regarding this purposed action. I was able to obtain information as I requested in very efficient <br />manner. <br />I am the owner of the adjoining property directly to the east of the subject property, 3047 Floral Hill <br />Drive. My property sits down hill fro; the said entire subject property..I feel I should disclose that I intend <br />to sell this property in the next couple of years and will no longer be a residence of this valley. I have <br />walked/hiked these hills since the early 90ies. I have seen and herd Mother Nature through extreme winter <br />conditions and extreme hot dry summer conditions. This area of Eugene needs to be developed. It is <br />dangerous with storm water and lack of any form of safe control of this force of nature. I believe this to be <br />as much, if not more, the fault of Lane County as it is the City of Eugene. I feel extreme danger from fire <br />and have my entire time here. All fireworks of any kind should be ban from this area of town YEAR <br />AROUND. Fire can travel very fast, especially uphill, this valley needs a back door out to the South. The <br />City of Eugene needs to stop playing and get serious about fire prevention. Public Works sends a letter out <br />every year in May that quotes Eugene Code 6.815, then nothing, at least not in this valley. There are <br />properties that have many decades. of under brush growth and fallen trees. There is an abandon house <br />between Floral Hill and the Park that needs to be removed. <br />City's grow you can't stop them but you can control them by seeing to it that development is done in a safe <br />and healthy manner. For this Laurel Hill Valley I feel it needs to start with a plan by the City of Eugene for <br />extending Suntrek Drive North to Floral Hill Drive. (EC9.6810) I feel there should be at least one connector <br />street between Riverview and said newly created Suntrek Drive. As the hillsides develop, no street should <br />connect Westerly, from said Suntrek, uphill to Floral Hill Drive, but should dead end, although pedestrian, <br />storm water and other public utilities may need to extend on up to existing easements within Floral Hill <br />Drive. As far as any trees, as referred to by the applicant hereto, that might/should be removed for said <br />Suntrek placement, a visual inspection would prove them to be sever fire hazards and should be removed <br />for that reason alone. <br />1 feel it's time for Eugene to take charge in this valley, I am sure the property owners at the top of the hill, <br />at hwy 30 and beyond will appreciate it. The subject property to this proposed action should be required to <br />surrender the land for the creation of Suntrek Drive, westerly of and along the entire easterly boundary of <br />said subject property. The subject property dose not have any plan for its current storm water issues except <br />dump it next door or put it underground to perk up on someone else's property downhill. I also feel there is <br />an extreme problem with a 25' access road for, ingress and egress to parcel 3 of said action. Not only dose <br />it intersect at the most dangerous part of Floral Hill Drive but its not enough road to fuel future <br />development of said parcel 3. <br />I would also point out, in my opinion, that what the Project Overview as stated in that certain Tentative <br />Partition Application, dated May 31, 2017, truly reflects is the need for a full and complete partition of <br />those properties. As it appears to me as an. illegal division of land. I do not believe the subject property is a <br />legal lot to start with. <br />In closing I believe there should be a moratorium on any and all new development in at least this portion <br />of the valley until the City of Eugene lays out a proper development plan for this area. The City of Eugene <br />needs to take a firm stand, implement a plan, take and develop the needed streets, storm sewers and other <br />needed public utility easements in this valley.
