Hi Nick,
With the new development on Capital, we will not be extending bus service to this area. 4.1
discontinued bus service to Capital, Madrona, and Cresta De Ruta approximately 8 years ago due to
unsafe passing and operating conditions for our school buses. We had frequent occurrences of our
buses needing to be "backed out" of the area due to impassable conditions (cars parked illegally,
meeting garbage trucks head-on, traffic on corners, large moving vans parked, etc.). In order to
service this new area, we would need to traverse the same route as before: E. 27th to Spring, to
Madrona, right on Highland to Cresta De Ruta, back down to Capital to Spring. The current school
bus stop for the area is at the 5-way intersection of Spring, Capital, Madrona and Woodlawn.
I see in the plans that the roads would provide a 10-12 foot travel lane with on-street parking. Our
buses are 40-feet in length and have an 8-foot body width, with mirrors extending and additional
12" on each side. At 10-feet wide, we are already at the minimum passing clearance (if vehicles
are parked correctly).
As a reference, 4.1 also discontinued school bus service to the Crest Drive/Storey area when these
roads were redesigned. The new design did not allow for safe operation of our 40-foot buses.

Hello Chris,
Back in October, a request was sent to you for comments on a proposed project at the top of Capital Drive called Capital
Hill PUD (PDT 17-1). This site consist of multiple properties and currently provides housing for 6 families. The proposal if
approved would result in 35 to 37 total single-family units. These single-family houses would not be built at one time,
but would be sold as lots and individual owners would develop their houses over time.
I have been specifically asked by the immediate neighbors to this project if the 4.1 School District would be considering
extending school bus service to this area if this project were approved. There is concern from these neighbors with the
access challenges of Capital Drive, its narrowness and lack of sidewalks that children have to currently navigate to get to
the bus stop.
