NOTICE OF JOINT PUBLIC HEARING <br />• OF THE EUGENE CITY COUNCIL <br />AND LANE COUNTY BOARD OF COMMISSIONERS <br />Tuesday, June 27, 2017 at 6:30 p.m. (work session at 5:30 p.m.) <br />Regarding the Eugene Urban Growth Boundary <br />Harris Hall - Lane County Public Service Building <br />125 East 8th Avenue, Eugene <br />Envision Eugene: Urban Growth Boundarv Proiect (City Files CA 17-1. MA 17-1. RA 17-1. Z 17-2) <br />The City of Eugene is proposing to take numerous actions related to its urban growth boundary ("UGB"), <br />the boundary to which Eugene's city limits may eventually grow. State law requires that this UGB include <br />enough space for 20 years of growth to meet Eugene's need for jobs, parks, schools and homes. As part of <br />this proposal, the City is proposing to add new land to the UGB in two places and to make several changes <br />to related plans and regulations, including: <br />Ordinance #1 (Establish UGB Land for Employment, Parks, Schools): <br />• Adoption of a digital map establishing the precise location of Eugene's UGB and adding more land <br />to the UGB in the Clear Lake and Santa Clara areas to meet the City's long-term land needs for <br />employment sites, a school site for the Bethel area, and community parks for the Bethel and Santa <br />Clara areas. See reference map, below. <br />Assignment of land use designations and new zones to the land being added to the UGB to allow <br />the land's current land uses to continue until the landowner proposes to establish the needed <br />employment, park or school use identified for the land, and to protect particular natural resources <br />on that land as identified in proposed amendments to the Water Resources Conservation Plan and <br />the Water Quality Waterways Map. <br />• Adoption of a new comprehensive land use plan that includes policies pertaining to economic <br />development, transportation, and future monitoring of Eugene's land supply and demand, an <br />"economic opportunities analysis" and a new inventory of Eugene's buildable lands for <br />employment. <br />• Amendments of public facilities and transportation plans to add projects needed to keep pace with <br />20 years of Eugene's growth. <br />• Amendments to the current Eugene Land Use Code to establish the /CL Clear Lake Overlay Zone and <br />stormwater regulations for the Clear Lake expansion area. <br />• Adoption of the current Eugene Land Use Code to make it applicable to the two areas added to the <br />Eugene UGB. <br />Ordinance #2: (Land for Housing): <br />• Amendments to the new comprehensive land use plan to adopt a "housing needs analysis" which <br />demonstrates that no land must be added to Eugene's UGB to meet the City's need for housing, and <br />a new inventory of Eugene's buildable lands for housing. <br />• Amendments to the Eugene Land Use Code to increase the required minimum density from 10 to <br />Cnti. <br />Inu~ted (o-~-n <br />
