C. First Priority Land - Apply State's Factors for Dismissal of <br />Candidate Land <br />There is no land designated for urban reserves around Eugene. Therefore, there is no first priority land <br />to consider for the proposed UGB expansion. <br />d. Second Priority Land - Apply State's Factors for Dismissal of <br />Candidate Land <br />The school expansion study area includes 1,518 acres of second priority land, shown on the Second <br />Priority Land within Study Area map below. There are five distinct areas of second priority land. As <br />shown on the map above entitled "Land Use Designations," the largest area of second priority land in <br />the study area is the Eugene Airport, designated "Government and Education" (Metro Plan), and <br />"Airport" (Lane County Rural - <br />Comp Plan). The other <br />second priority areas are <br />designated "Rural <br />Residential" (Metro Plan), <br />"Rural Commercial" (Metro <br />Plan), "Residential" (Lane <br />County), and a single tax lot <br />of "Industrial" (Lane County). <br />The determination of the <br />City's need for an additional <br />school site to serve the <br />Bethel School District is <br />discussed above under <br />Section II, while Section III <br />addresses the characteristics <br />required to make a site <br />suitable for a school <br />expansion.
