40k <br />EUGENE CITY COUNCIL PUBLIC HEARING NOTICE <br />Economic Development in the Industrial Corridor (City File CA 17-2) <br />Harris Hall - Lane County Public Service Building-125 East 8th Avenue <br />Monday, May 15, 2017 at 7:30 p.m. <br />On May 15, 2017, the Eugene City Council will hold a public hearing to consider an amendment to the <br />Eugene Code, Chapter 9 (Land Use Code). The goal of this City-initiated land use code amendment is <br />to help facilitate economic development opportunities within an area known as the "Industrial <br />Corridor" in northwest Eugene. The proposed amendment is the result of City Council direction to <br />bring a proposed ordinance forward that would to allow property in the Industrial Corridor area to <br />develop either by annexing into the City or, if non-contiguous to the City limits, signing an irrevocable <br />consent to annex. To that end, the land use code amendment will create an exception to the <br />requirements for Extra-Territorial Extension of Water or Sewer Service in Chapter 9 of the Eugene <br />Code (see EC 9.8115-9.8121), which is a necessary component to enable development for some <br />properties not already served with water and sewer facilities. <br />How to Submit Testimony <br />1. Send a written statement to the City Council c/o Gabe Flock, Planning Division, 99 West 10th <br />Avenue, Eugene, OR 97401 or by e-mail to gabriel.flock@ci.eugene.or.us <br />Attend the public hearing on May 15, 2017 and state your concerns. Your spoken testimony will <br />be recorded in the minutes of the hearing. The City Council may limit the time for each speaker <br />to a few minutes. You are encouraged to submit written testimony if you have detailed <br />comments you wish to make. <br />Additional Information and Staff Report <br />The proposed ordinance and related materials are available for inspection at the Eugene Planning and <br />Development Department, First Floor Reception, 99 West 10th Avenue, Eugene, Oregon between 9:00 <br />a.m. and 5:00 p.m. Monday through Friday, and copies are available for the cost of copying. Or, visit <br />the website at: http://pdd.eugene-or.gov/LandUse/SearchApplicationDocuments?file=CA-17-0002 <br />to view the materials. The Planning Division staff report to the City Council will be available by noon <br />on Friday, May 12, 2017 at the above specified locations. <br />Applicable Criteria <br />The Eugene City Council will address the relevant approval criteria from Chapter 9 of the Eugene <br />Code (EC) at EC 9.8065 in evaluating the proposed code amendment. The criteria are also available <br />on the City's website at: www.eugene-or.gov/citycode.
