PT_ q <br />TESTIMONY RE "OAKLEIGH CO-HOUSING" PUD (PDT 13-1) APPLICATION. <br />Submitted on October 9, 2013 by: <br />Paul Conte <br />1461 W. 10th Ave. <br />Eugene, OR 97402 <br />REC'EIVED <br />OCT 0 9 2013 <br />CITY OF EUGENE <br />BUILDING & PERMIT SVCS <br />This testimony is in opposition to the proposed Oakleigh Meadows Co-Housing PUD. <br />The application is not consistent with the following approval criteria: <br />EC 9.8320(1): The PUD is consistent with applicable adopted policies of the Metro <br />Plan. <br />A.12 Coordinate higher density residential development with the provision of <br />adequate infrastructure and services, open space, and other urban amenities. <br />Metro Plan III-A-7. <br />A.13 Increase overall residential density in the metropolitan area by creating more <br />opportunities for effectively designed in-fill, redevelopment, and mixed use <br />while considering impacts of increased residential density on historic, existing <br />and future neighborhoods. Metro Plan III-A-7. <br />TransPlan Transportation System Improvements (TSI) Pedestrian Policy #1: <br />Pedestrian Environment <br />Provide for a pedestrian environment that is well integrated with adjacent <br />land uses and is designed to enhance the safety, comfort, and convenience of <br />walking. <br />TransPlan Finance Policy #4: New Development <br />Require that new development pay for its capacity impact on the <br />transportation system. <br />• EC 9.8320(5): The PUD provides safe and adequate transportation systems through <br />compliance with the following: <br />(a) EC 9.6800 through EC 9.6875 Standards for Streets, Alleys, and Other Public <br />Ways (not subject to modifications set forth in subsection (11) below). <br />(b) Pedestrian, bicycle and transit circulation, including related facilities, as <br />needed among buildings and related uses on the development site, as well as <br />to adjacent and nearby residential areas, transit stops, neighborhood activity <br />centers, office parks, and industrial parks, provided the city makes findings <br />to demonstrate consistency with constitutional requirements.
