Gioello, Associate Planner <br />The following findings and conclusions are based upon testimony presented at the public hearing <br />held on March 8, 2017, and all documents in the Eugene City planning file for the proposed <br />Furtick Zone Change Request, including documents submitted before and at the public hearing.' <br />For reference, the hearing official has also taken official notice of and reviewed the record of the <br />annexation proceeding for the subject property (A 16-10), and the deed, recorded December 7, <br />1994, conveying Tax Lot 301, adjacent to the subject property, from Lane County to the City of <br />Eugene. <br />Conclusion: <br />The applicant's request for a zone change from AG (Agricultural) to R-1 (Low Density Residential) <br />is approved. <br />DISCUSSION AND FINDINGS: <br />A. Background <br />A zone change application for the'subject property was submitted to the City on November 30, <br />2016, and deemed complete on February 2, 2017. Following public notice, a public hearing was <br />held on March 8, 2017. The public hearing began with the hearing official's explanation of the <br />' On March 15, 2017, the Hearing Official was notified that one document that was timely submitted into the record <br />before the March 8, 2017,public hearing was inadvertently not included in City's electronic record or the packet of <br />materials provided to the Hearing Official at the hearing. The Hearing Official received that document via email on, <br />March 15, 2017. That document was submitted to the City via email from Kathleen Dixon on January 23, 2017 with <br />the subject line "Public Process" and states it was submitted in opposition to the Annexation for the subject property. <br />That document is properly part of the record of this zone change request. <br />Hearings Official Decision (ZC 16-5) <br />
