I am writing as the 4J Safe Routes to
School Program Manager in support of Ordinance 2 on Land for Housing that would both adopt a
"Housing Needs Analysis" showing no land must be added to the Eugene UGB to meet the City's
need for additional housing, and increasing the minimum density in the R-2 Medium Density zone.
Research shows a positive association between students' walking rates to school and housing-school
proximity. Students in K-12 traveling to and from school accounts for 10-14% of morning traffic (US
DOT 2009). If we would like our students to use active transportation to get to and from school, and in
order to achieve the City's adopted goals of a 50% decrease in our use of fossil fuels by 2030
(Climate Recovery Ordinance) and a tripling of trips made by transit, bike and by foot by 2035
(Eugene Pedestrian and Bicycle Master Plan), we need to avoid the expansion of land for
housing that will make those targets unattainable.
Sincerely,
Sarah Mazze
Sarah Mazze
Safe Routes to School Program Manager, Transportation Department
Eugene 4J School District
www.eugenesrts.org
mazze s(a)4i.lane. edu
Office: 541-790-7492
Cell: 541-516-0887
