I am writing as the 4J Safe Routes to <br />School Program Manager in support of Ordinance 2 on Land for Housing that would both adopt a <br />"Housing Needs Analysis" showing no land must be added to the Eugene UGB to meet the City's <br />need for additional housing, and increasing the minimum density in the R-2 Medium Density zone. <br />Research shows a positive association between students' walking rates to school and housing-school <br />proximity. Students in K-12 traveling to and from school accounts for 10-14% of morning traffic (US <br />DOT 2009).
