<br />The City of Eugene is proposing to take
<br />numerous actions related to its urban
<br />-growth boundary ("UGB"),,the boundary
<br />to which Eugene's city; limits may, even-
<br />tually grow (City Files CA 17+1, MA 17.1,
<br />RA 1771, Z 17-2). State law'requires that
<br />this 'UGB include enough space for 20
<br />for a js of parkshsch ols a d Eugene!s homes. need
<br />part of this proposal, the City is propos-
<br />ing to add new land to the UGB in two
<br />places and to make several changes to
<br />related plans and regulations:
<br />• Proposed ordinance #1 (to establish
<br />the UGB for employment, parks and'
<br />schols) includes: adoption of a precise
<br />loation of Eugene's UGB and expanding
<br />the UGB for more land to the UGB in the
<br />Clear Lake and Santa Clam areas, assign-
<br />ing land use designations, zones and
<br />overlay zones to the expansion areas,
<br />adopting a new comprehensive land use
<br />plan, economic opportunities analysis and
<br />buildable lands inventory for employment
<br />for Eugene, amendments to the Metro
<br />Plan, public facilities and transportation
<br />plans, amending the Eugene land use code
<br />to add the /CL Clear Lake Overlay zone
<br />and stormwater regulations for the Clear
<br />Lake expansion area, and adoption of the
<br />current Eugene Land Use Code to make It
<br />applicable to the two areas added to the
<br />UGB.
<br />Proposed: Ordinance' #2 (for land for
<br />housing) includes: amendments to' the
<br />new comprehensive land use plan to
<br />adopt a housing needs analysis and new
<br />Unventory of Eugene's buildable land,. and
<br />ramendments to the Eugene Land'-Use
<br />Code to increase the required. minimum
<br />density from 10 to 13 dwelling units: per
<br />net acre on lots that are 0.5 acre or larger
<br />in the,. R-2 Medium Density Residential
<br />zone, with some exceptions (e.g.: housing
<br />for low income individuals)., !
