1 <br />r <br />Eug~e <br />Notice of Proposed Land Use Regulation Change <br />and Planning Commission Public Hearing <br />"?his is to notify you that the City of Eugene has proposed land use regulations that may affect the <br />permissible uses of your property and other identified properties." On March 7, 2017 at 7:00 pm, the <br />Eugene and Lane County Planning Commissions will hold a public hearing to consider several actions <br />related to Eugene's urban growth boundary. As part of this proposal, they will consider adopting <br />amendments to the Metro Plan and changes in the zoning for specific properties in the Santa Clara area <br />that are proposed to be brought into Eugene's UGB. Those properties are listed in the table below and <br />shown on the map included with this notice. The directly affected area is about 35 acres for a community <br />park, adjacent to Madison Middle School between Wilkes Drive and River Loop 2. The Commissions will also <br />consider adopting and the current Eugene Land Use Code to make it applicable to the two areas added to <br />the Eugene UGB. "The City of Eugene has determined that the adoption of these amendments may affect <br />the permissible uses of your property, and other properties in the affected area, and may change the value <br />of your property." <br />Please note that State Law requires that this notice contain the quoted wording, above. <br />Eugene is proposing to adopt a detailed delineation of its urban growth boundary <br />What does ("UGB"), the boundary to which Eugene's city limits may eventually grow. State law <br />this mean? requires that this UGB include enough space for 20 years of growth to meet Eugene's <br />needs for homes, jobs, parks and schools. As part of this proposal, Eugene is considering <br />adding land in the Santa Clara area to the current UGB for a community park. The <br />proposal includes changing the expansion area's land use designation on the City's long- <br />range plan (the Metro Plan), and changing the zoning from County land use categories to City categories. <br />The proposed Metro Plan designations, zones and overlay zones are shown in the table below. The zones <br />and overlay zones proposed to be applied at the time of annexation are also shown in the table below. <br />What are There is one category of land use proposed within the Santa Clara expansion area; land <br />the specific for a park. See the map and table below for the proposed plan designation and zone for <br />proposals? your property. <br />Plan Designations: The proposed Metro Plan designation changes have no practical impact until the time <br />that you propose to annex your land into the city. At that time, a new zone would be applied to allow urban <br />levels of development and the new zone must match the Metro Plan Designation now under consideration. <br />• The expansion area is currently designated for agricultural uses. <br />• The proposed designation for the park land is Parks and Open Space. <br />Zoning: The proposed zone change to Agriculture for all the land in the expansion area is specifically <br />intended to allow the continuation of agricultural uses until the landowner applies to annex the land into <br />the city limits sometime in the future. <br />• The current zoning of the entire expansion area is Exclusive Farm Land 40 (E40), which is intended <br />to preserve land for agricultural use and has a minimum lot size of 40 acres. <br />• The proposed zoning (at the time of adoption of the UGB) for the entire expansion area is <br />Agriculture which is similar to E40; its primary allowable use is agriculture.
