Notice of Proposed Land Use Regulation Change
and Planning Commission Public Hearing
"This is to notify you that the City of Eugene has proposed land use regulations that may affect the
permissible uses of your property and other identified properties." On March 7, 2017 at 7:00 pm, the
Eugene and Lane County Planning Commissions will hold a public hearing to consider several actions
related to Eugene's urban growth boundary. As part of this proposal, they will consider adopting
amendments to the Metro Plan and changes in the zoning for specific properties in the Clear Lake Road
area that are proposed to be brought into Eugene's UGB. Those properties are listed in the table below
and shown on the map included with this notice. The directly affected area is about 924 acres, generally
located southeast of the Eugene airport, west of HWY 99, south of Awbrey Lane and north of the City limits.
The Commissions will also consider amendments to the Eugene Land Use Code to establish a new Clear
Lake Overlay Zone and stormwater regulations for the Clear Lake expansion area and to adopt the current
Eugene Land Use Code to make it applicable to the two areas added to the Eugene UGB. "The City of
Eugene has determined that the adoption of these amendments may affect the permissible uses of your
property, and other properties in the affected area, and may change the value of your property."
Please note that State Law requires that this notice contain the quoted wording, above.
Eugene is proposing to adopt a detailed delineation of its urban growth boundary
What does ("UGB"), the boundary to which Eugene's city limits may eventually grow. State law
this mean? requires that this UGB include enough space for 20 years of growth to meet Eugene's
needs for homes, jobs, parks and schools. As part of this proposal, Eugene is considering
adding land in the Clear Lake area to the current UGB for employment opportunities, a
community park and a school. The proposal includes changing the expansion area's land
use designation on the City's long-range plan (the Metro Plan), and changing the zoning from County land
use categories to City categories. The proposed Metro Plan designations, zones and overlay zones are
shown in the table below. The zones and overlay zones proposed to be applied at the time of annexation
are also shown in the table below.
What are There are three main categories of land uses proposed within the Clear Lake expansion
the specific area; land for employment, land for a school and land for a park. See the map and table
proposals? below for the proposed plan designation and zone for your property.
Plan Designations: The proposed Metro Plan designation changes have no practical impact until the time
that you propose to annex your land into the city. At that time, a new zone would be applied to allow urban
levels of development and the new zone must match the Metro Plan Designation now under consideration.
• Most of the expansion area is currently designated for agricultural uses. One site is designated
Government & Education uses, meaning it is planned for public uses like schools and government
facilities.
The proposed designation for the employment land is either: Light-Medium Industrial, meaning the
area is planned for a variety of industries including those involved in secondary processing of
materials into components, assembly of components into finished products, transportation, etc., or
is Campus Industrial meaning the area is planned to provide opportunities for diversification of the
local economy through siting of light industrial firms in a campus-like setting.
! ~Xl I'
