The <br />southernmost tax lot, which is <br />also constrained by a large <br />pond, is owned and managed <br />by Oregon Department of Fish <br />and Wildlife. The small tax lot <br />to the far north of the <br />subarea is operated as a <br />mobile home park by Lane <br />County. 44 The two tax lots <br />adjacent to Eugene Airport <br />are developed as Fiddler's <br />Green Golf Course .4' The largest area dismissed for existing uses consists of five tax lots owned by <br />Springfield Metropolitan Wastewater as a bio-cycle facility for sewage. The easternmost tax lot (the <br />majority of which is located outside of the study area) is owned by the City of Eugene. 46 <br />Summary of Development Constraints <br />In all, 437.7 acres of the land in Subarea P4.8 have one or more development constraints ("factors that <br />temporarily or permanently limit or prevent the use of land for economic development" per OAR 660- <br />009-005(2)).
