My wife and I are the owners of the land adjacent to and north of the property in question. <br />First, the map which was included in the mailer is incorrect in one respect in that it shows the east-west section of <br />Central Blvd. in front of our property connecting to the north-south section below and to the northwest of this area. The <br />east-west section of Central/29th Ave. is an unpaved spur which connects to Spring Blvd. only and provides no other <br />outlet. It is also important to note that the Furtick property is near 30th Avenue and Spring Blvd. but is not located on <br />either street. <br />Second, there are some significant issues related to the development potential of the property in question. This <br />property is completely surrounded by heavily used city-owned recreational land on the west and south, and by privately <br />owned land on the east (The Obsidians) and the north (our property). The Furtick land is completely separated from the <br />developed section of the neighborhood by our property. <br />This isolation creates some serious challenges in providing basic city services, such as power, water, sewer, Fire Dept. <br />support, and transportation to this plot. The owner, through a representative, has solicited my wife and I on multiple <br />occasions to provide a utility easement through our property. We have not yet allowed this easement, and may decide <br />not to do so. However, without this easement accessing city services will be extraordinarily problematic and will likely <br />have a considerable impact on the land and the property owners in the adjacent neighborhood. Whatever plans might <br />exist to thus provide basic city services to the Furtick property have not been presented to or discussed with anyone in <br />this area. <br />It is clear that, given the current situation, the annexation requirement that urban facilities and services can be provided <br />in an orderly, efficient, and timely manner is not close to being met here. Given that situation, and the lack of <br />information available to potentially affected property owners, including ourselves, the proper action at this time is for <br />the council to defer a decision until a public hearing on the request can be held. <br />I would be happy to provide any further information which might be relevant to the consideration of this annexation <br />request. <br />-Patrick Holleran <br />2930 Central Blvd. <br />Eugene, Oregon 97403 <br />
