Project No. 16-298 <br />9.8865 Zone Change Approval Criteria. Approval of a zone change application, <br />including the designation of an overlay zone, shall not be approved unless it <br />meets all of the following criteria: <br />(1) The proposed change is consistent with applicable provisions of the Metro <br />Plan. The written text of the Metro Plan shall take precedence over the <br />Metro Plan diagram where apparent conflicts or inconsistencies exist. <br />The R-1 zoning request is consistent with the Metro Plan designation of low <br />density residential. <br />(2) The proposed zone change is consistent with applicable adopted <br />refinement plans. In the event of inconsistencies between these plans and <br />the Metro Plan, the Metro Plan controls. <br />The Laurel Hill Neighborhood Plan and South Hills Study Plan are the only <br />refinement plans applicable to the site per Map 9.8010 Adopted Plans. None <br />of the criteria under EC 9.9590 or EC 9.9630 are directly applicable to this <br />zone change, but the application is consistent with the spirit of the criteria. <br />(3) The uses and density that will be allowed by the proposed zoning in the <br />location of the proposed change can be served through the orderly <br />extension of key urban facilities and services. <br />• Electrical service is provided by EWEB. Overhead wires along the north <br />side of Central Blvd are available for connection via the city owned Tax <br />Lot 301. <br />• Water service is provided by EWEB. A 10" water main is available for <br />connection in the city owned Tax Lot 301. <br />• The City of Eugene currently has an 8" wastewater main in Central Blvd <br />available for connection via the city owned Tax Lot 301. <br />• City of Eugene Fire & EMS Department is already providing service to <br />the site. <br />• Access to 30th Avenue is available through an extension of Spring <br />Boulevard in city owned Tax Lot 301.
