AM <br />WPIanning <br />December 17, 2015 <br />ARBOR SOUTH ARCHITECTURE <br />ATTN: WILLIAM RANDALL <br />380 LINCOLN STREET <br />EUGENE, OR 97401 <br />RE: Completeness Review for Wendell Canyon Tentative PUD (PDT 15-3) <br />On November 30, 2015, you submitted a Tentative Planned Unit Development (PUD) application for <br />the Wendell Canyon project. The Planning Division has assigned a file number (PDT 15-3) and I will <br />serve as the lead City staff person reviewing the application. <br />As you know, the first step in the application process is the "Completeness Review Step." For further <br />information about this step, refer to the document enclosed titled, "Land Use Application - <br />Completeness Review Step." Also enclosed is a document titled, "Incomplete. Land Use Application - <br />180 Day Completeness Review Process." To help ensure City staff know how to proceed with your <br />application, please sign and return this form. <br />Regarding your application, City staff reviewed the application and determined that it is incomplete. <br />Below are comments that help to identify the missing or otherwise incomplete materials as they <br />relate to the Tentative Planned Unit Development Approval Criteria: <br />Goal 5 Resource Areas: The most fundamental issue is the fact that the submitted plans fail to <br />delineate known Goal 5 resource areas (all of which include a required 40-foot setback from <br />"top of bank"). While a wetland delineation was completed, it appears there has been no <br />determination of top of bank for the acknowledged Goal 5 drainages. This leads to the second <br />issue, which is that residential development sites are proposed within Goal 5 conservation <br />areas. While construction of a required or necessary road through a Goal 5 resource is <br />acceptable (with approval of a Standards Review), dwellings and other private improvements <br />are not permitted within Goal 5 setback areas. The three existing Goal 5 upland habitat sites <br />that intersect the subject properties are: E37 Q-1, E37 Q-2, and E37 Q-3. <br />Tree Preservation: The application needs to provide additional evidence and/or clarification in <br />regards to proposed tree removals. Are certain stands or groupings of trees more significant <br />than others? If so, where are these more significant groupings? It also appears that of the <br />most significant trees identified by the arborist (11 trees total), 7 would be removed. These <br />trees should be prioritized for preservation, and it appears with adjustments more of the <br />highly significant trees could be preserved.
