Blix for LHVC <br />Refer to LHVC Appeal Issue #1 <br />Received in Public Hearing <br />City of Euaene Planning & Development <br />OCT 2 0 2015 <br />File Z I S-9 <br />Exhibit l~ <br />The Hearings Official erred in omitting from his final decision adequate <br />attention to the blue dashed City Limit Line in relation to Spring Blvd. This <br />line can be seen in the applicant's ZC-2 map and wrongly located in their <br />ZC-4 map. They replaced ZC-4 with a subsequent map labeled ZC-4 L <br />which conveniently obscures the City Limit Line (also see Exhibit HE #4). <br />This issue is not incidental! <br />Although the City Limit line does not appear on the Metro Plan Diagram as <br />such, the location of Spring Blvd is clearly shown and labeled. This <br />location is depicted by a shape that is unique and easily identifiable - a <br />roughly north-south green finger attached to a green block. The finger <br />represents a City Trail that goes from 30th Avenue at the Spring Blvd <br />overpass north to Central Blvd. The junction of these two shapes forms a <br />corner, or'L', one leg of which runs approximately south to north and the <br />other of which runs approximately west to east. This 'L' is contiguous with <br />the City Limit Line as mentioned in Exhibit HE #4 and can easily be seen in <br />maps such as the Eugene Zoning Map (the Appellant's Attachment #6). <br />Fitting the blue dashed City Limit Line of the applicant's ZC-2 overlay into <br />the Spring Blvd corner shown on the applicant's ZC-3 (an enlargement of <br />the Metro Plan) is not only easy but it is a correct and unequivocal way to <br />locate the applicant's property. This fit can be seen in the appellant's <br />LHVC Sheet 9/2/15-04. <br />
