NOTICE OF EUGENE PLANNING COMMISSION PUBLIC HEARING
Tuesday October 20, 2015 at 6:00 p.m.

On October 20, 2015, the Eugene Planning Commission will consider an appeal of the Hearings
Official's approval of the following zone change application:

Assessor's Map: 18-03-10-00 Tax Lots: 701 & 703
Location: End of Riverview Street, north of 30th Avenue, west of Moon Mountain
Original Request: Zone change from AG/WR Agricultural with Water Resources overlay to R-
1/PD/WR Low Density Residential with Planned Unit Development and Water
Resources overlay; and, PRO/PD/WR Parks Recreation and Open Space with
Planned Unit Development and Water Resources overlays.

How to Submit Testimony
Send a written statement to the Planning Commission, c/o Erik Berg-Johansen, via e-mail:
erik.berg@ci.eugene.or.us, or hand delivered to: Erik Berg-Johansen, City of Eugene Planning
Division, 99 West 10th Avenue, Eugene, Oregon 97401 prior to the hearing. Or attend the public
hearing and state your concerns. You are encouraged to submit written testimony if you have
detailed comments you wish to make. Your written comments must include your mailing address
if you wish to be included on the mailing list for any future notices, including notice of decision, on
this application.

The Planning Commission's review of this appeal will be limited to the existing record and no new
evidence may be considered. Testimony should be directed at the relevant approval criteria and
whether or not the Hearings Official erred in his decision to approve the subject zone change
based on the record. Please also note that failure to raise an issue at the hearing, in person or by
letter, or failure to provide statements or evidence with sufficient specificity to enable the decision
maker to respond to the issue, precludes further appeal based on that issue.
Additional Information and Staff Report
The application, and all previously submitted testimony and materials, including all documents and
evidence submitted by or on behalf of the applicant, and the applicable approval criteria from
Section 9.8865 of the Eugene Code, are available for free inspection at the City of Eugene Planning
Division, 99 West 10th Avenue, Eugene, Oregon 97401 between 9:00 a.m. and 5:00 p.m. Copies
may be obtained at a cost. These materials are also available via the web at www.eugene-
or.gov/citycode.
The City Planning Division staff report to the Planning Commission will be available by 3:00 p.m. on
Tuesday, October 13, 2015, at the same location for free inspection. Copies may be obtained at
cost. The staff report will also be available via the web at www.eugene-or.gov/pc.
Conduct of Public Hearing
The Planning Commission will receive a City staff report followed by an opportunity for the
applicant, appellants and interested parties to provide oral testimony, with final rebuttal reserved
for the applicant. Time limits on testimony may be imposed. The Planning Commission may seek
a response to testimony from City staff.
At the end of the hearing, the Planning Commission may begin its deliberations in advance of its
next meeting. Further deliberations and action on this appeal is tentatively scheduled for October
26, 2015. The Planning Commission's action on this zone change appeal will be final at the local
level.
