Thank you for helping me reach the City Council with my testimony. Please do forward this email to them.
I am concerned about designating the entire parcel of Rest Haven on the city's long term land use plan from Parks and
Open Space to Low Density Residential, since that will include the northern section currently zoned "Public Land." My
concern is also about rezoning and developing the northern portion with residences, since it is now a much more valuable
asset to the Eugene public-a green hillside. I am also concerned with access to this space, since it would be, in fact,
controlled by the property owner and I assume any residences would therefore be in a position to limit access to the
area. For those who have family and friends buried there, finally, the "haven" threatens to become less than they had
hoped.
I would come to the public hearing in person, if possible, but I am out of town until Sept. 24.

Your email was forwarded to me since I am the staff planner processing the rezoning request. The City Council has a
public hearing on the matter on Monday. Would you like me to forward this to them as testimony on the matter?
Also, I wanted to clarify that the proposal is for the entire property to be re-designated on the city's long term land use
plan from Parks and Open Space to Low Density Residential, and to rezone the northern portion where the cemetery is
from Public Land zone to R-1 Low Density Residential (the southern undeveloped portion is already zoned R-1 Low
Density Residential). And, I wanted to clarify, it sounds like your concern is about access to the northern portion where
the developed cemetery is? If that is the case, the zoning does not determine access to the site. Most cemeteries are
open to the public regardless of the zoning but access is controlled by the property owner, not by the zoning. Please let
me know if I misunderstood your concern.

Rest Haven North should not be rezoned!
There is little good reason to take the the northern part of the Cemetery away from the city's resources for public access
to green open spaces.
I now live four blocks from the Rest Haven Cemetery and go there to walk frequently. This access is obviously quite
important to local residents and has certainly enhances the livability of our neighborhoods. Before I moved here from
East Eugene, I often walked at Rest Haven and it was part of the reason why I considered the move to southwest
Eugene.
But the cemetery is also an asset to the larger community. It presents a lovely green respite from the rush to come and
go. Everyone in the city who drives down Willamette or takes the #73 bus or bikes to the shopping area is a beneficiary
.
Not only will this rezoning detract from the pleasures of living in this area, it will impact the attractiveness and value of
properties already here.
But worse yet-it also represents a costly and unnecessary step backward from the longterm struggle in Eugene to
acquire and protect these green spaces, especially those located as this is close to traffic and stores, appealing to
families.

Bill just had knee replacement surgery, so we are unable to attend the meeting. I think it is the first one
about Rest Haven that we will have missed. I do hope all our previous statements have been given to Council
members, as we still feel strongly that Rest Haven should remain a cemetery as was intended.

Dear City Council Members,
This letter re-affirms my earlier comments on the subject of re-designation and re-zoning related to the property
that includes Rest Haven Memorial Park. As a resident of the neighborhood, with an address less than a block
west of Rest Haven, I personally support the proposed changes. The current zoning and designations are not
consistent with common use and pose an unfair limitation on private property, in my opinion. Although they are
not required to do so, the owners of this property are tolerant of our using it as a park already, as long as we
behave with proper respect for those buried there and the friends and family who come to remember them. We
are blessed with abundant green space in the South Hills. In any case, we have no claim on this space and the
City should make the proposed changes to bring the zoning and designation into compliance with their common
use.
If the owners decide later to initiate development in line with the new designations, we in the immediate
neighborhood will be strongly supportive of the City's adherence to the guidelines about traffic management
and watershed accommodation, erosion, and other existing rules that assure safe new construction and
protection of homes downhill and downstream, especially those on Braeburn that share boundaries with Rest
Haven. Some of us even harbor the wish to see more affordable housing constructed, as was once proposed. But
those discussions are in the future.
I appreciate the care City staff members have taken to make sure we all knew about the proposed changes and
in particular I am grateful that the property owners and their consultant have been in good communication with
the neighbors.
Although I do not speak on behalf of the homeowners' association, Edgewood West Park Association, I have
been on its board for several years and serve now as the vice president. In our many discussions of this
proposed change of designation and zoning, we have discovered that our members (even those living on
Braeburn) hold every kind of opinion imaginable on the subject and therefore we will take no formal position as
an organization, except in the future, as mentioned above, to monitor compliance with the kinds of City policies
that protect our neighbors from being materially damaged by development (eg, by poor watershed
management).

Rest-Haven Memorial Park Comment
Dear Members of the City Council and Mayor Piercy
I am writing today in opposition to the proposed rezoning of the property known as Rest-Haven Memorial
Park. With the recent surge in apartment-style housing and a wealth of homes for sale (at all price points)
throughout the community, I am unconvinced that our community needs to sacrifice any public open land for
housing.
The addition of more homes in the South Eugene area will further increase the congestion on primary and
secondary streets in the area and remove a significant, centrally located piece of land from the parks and open
space designation. While I understand that a designation of LDR/R-1 does not preclude afuture park from
being placed in this area, it would be much easier for the land to be set aside as parkland under the current
designation and therefore meet Goal #8 of the Metro Plan which calls for a "neighborhood park in this vicinity"
(Exhibit C of the proposed Ordinance)
I would encourage the Council and Mayor to consider the negative impacts additional development will have
upon this area as well as the long-term benefit to the community of maintaining this land as parks and open
space.
Regretfully, I am unable to attend tonight's public hearing, so I hope this email will be added to the public
comment shared with the Council. Thank you.
