Traffic Analysis Scope for

Comprehensive Plan Amendment and Zone Change
To verify and concur on the -scope of analysis provided by the City of Eugene regarding an Oregon
Transportation Planning Rule Analysis (TPR Goal 12 - OAR 660-012-0060(1)) for potential traffic
impacts associated with the approval of the proposed land use applications that will result in a
comprehensive plan amendment and zone change on tax lot 00300 of tax map 18-03-18-00 and tax
lot 02100 of tax map 18-03-07-43, I am supplying this memorandum. A forthcoming TPR analysis
concurrent with the traffic analysis scoping items provided to the applicant during completeness
review will address potential traffic impacts resulting from the approval of City Land Use
Applications MA 15-1 and Z 15-1for impacts to the existing and/or planned transportation system
during the PM peak hour at identified study area intersections during the current year (2015) and the
planning horizon year identified in the current transportation system plan (2027). The identified
study area intersections include:
® Willamette Street at Donald/32n1 Street;
® Willamette Street at Crest Drive;
® Willamette Street at 33rd Avenue;
® Willamette Street at 3911, Avenue;
Willamette Street at 4011 Avenue, and;
® Donald Street at 401h Avenue.
We look forward to providing a defensible transportation planning rule analysis that complies with
the applicable OARs and City of Eugene Development Code and concurs with criteria outlined in the
scoping letter issued during the completeness review process provided to the applicant for land use
applications MA 15-1 and Z 15-1. Please feel free to contact me if I can provide any additional
information, or if you have questions about our understanding of the scoping and/or analysis
criteria.
